For the purpose of the operational solution of questions in case of threat and emergence of emergency situations in the Kyrgyz Republic, according to article 7 of the Law of the Kyrgyz Republic "About Civil protection", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Procedure for collection and exchange of information in the field of Civil protection between state bodies of the executive authority, local government bodies, the organizations and authorized state body in the field of Civil protection according to appendix.

2. This resolution becomes effective after seven days from the date of official publication.

Procedure for collection and exchange of information in the field of Civil protection between state bodies of the executive authority, local government bodies, the organizations and authorized state body in the field of Civil protection

Chapter 1. General provisions

1. This Procedure determines the basic rules of collection and exchange of information by protection of the population and the territories against emergency situations in the territory of the Kyrgyz Republic.

2. The procedure for collection and exchange of information forms basis for the single, coordinated and approved interaction between the ministries, the state committees and administrative departments, offices of plenipotentiaries of the President of the Kyrgyz Republic in areas, the city halls of the cities, local public administrations, local government bodies and the organizations irrespective of pattern of ownership for informing the population on the predicted and/or happened emergency situations.

3. Main objective of the organization of collection and exchange of information in the field of protection of the population and the territories against emergency situations is providing governing bodies of Civil protection with necessary data for initiation of efficient measures for the prevention and liquidation of emergency situations, and also for the timely notification of the population about the predicted and/or arising emergency situations.

4. The basis for the organization and implementation of actions on collection and exchange of information is availability of the facts about the predicted and/or arisen emergency situations, their types and manifestations which can entail or entailed the human victims, damnification to human health or the surrounding environment, considerable material losses and violation of conditions of activity of the population.

Information shall contain data on the predicted and/or arisen emergency situations and their consequences, on radiation, chemical, medicobiological, explosive, fire and ecological safety in the territory of the Kyrgyz Republic.

5. Information on the emergency situations menacing to safety and health of citizens and their consequences is public and open.

Chapter 2. Types and sources of information

6. Information can be provided in any form or in the established form approved by authorized body in the field of Civil protection.

7. Depending on appointment information is subdivided on current and operational:

1) information intended for daily activities of authorized body in the field of Civil protection belongs to current, at the same time the current information is constituted by data on condition, changes of radiation, chemical, medicobiological, explosive, fire and ecological safety in the corresponding territories and potentially dangerous objects, about efficiency of the taken and planned measures for the prevention of emergency situations, preparation of governing bodies of Civil protection and maintenance in readiness of forces and means intended for mitigation of consequences of emergency situations;

2) information intended for the notification of all interested governing bodies of Civil protection and the population about threat of origin or emergence of emergency situation, assessment of probable scales of accidents, incidents and emergency situation, and also acceptance of necessary measures for liquidation of their consequences belongs to operational, at the same time operational information is constituted by data on the fact and key parameters of accidents, incidents and emergency situation, on first-priority measures for protection of the population and the territories, the involved forces and means, on the course and completion of rescue and other urgent works.

8. On urgency degree information may contain data of urgent and not urgent nature:

1) data of not urgent nature are intended for the analysis, the statistical recording and planning of actions for the prevention of emergency situation and contain the analysis of actions in case of origin and liquidation of emergency situation, this for creation of the annual report on protection of the population and the territories from emergency situations, this, necessary for accounting of accidents, incidents and emergency situation, the periodic and current reporting;

2) data of urgent nature intend for assessment of situation, acceptance of first-priority measures for protection of the population, assessment of the course of conducting rescue and other urgent works, efficiency evaluation of the taken measures and need of acceptance of additional measures and contain data on the fact and key parameters of accident, incidents and emergency situation, the predicted scales and consequences, the taken measures and the involved forces and means, on establishment of the raised functioning modes, on the done work on mitigation of consequences of accidents, incidents and emergency situation.

9. Information source in the territory of the republic are:

1) the state bodies and the organizations exercising observation and control of condition of the surrounding environment, situation on potentially dangerous objects and the territories adjoining to them;

2) the organizations on which engineering procedures can pose threat of emergence of emergency situation;

3) state supervisory authorities and inspections;

4) services, divisions and organizations of life support systems of settlements;

5) rescue, emergency and fire forming;

6) physical persons.
