RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About assignment for providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus

The Cabinet of Ministers of Ukraine decides:

1. According to part four of article 28 of the Law of Ukraine "About the Government budget of Ukraine for 2020":

reduce amount of expenses of development in the program 2301150 "Acquisition of the equipment for receptions of basic healthcare institutions in hospital districts at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" for the amount of 571035 thousand hryvnias;

increase amount of expenses according to the program 3511380 "Fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" by the amount of 571035 thousand hryvnias.

2. In Item 1 of the resolution of the Cabinet of Ministers of Ukraine of July 8, 2020 No. 613 "About assignment for equipment procurement for receptions of basic healthcare institutions in hospital districts" (2020, No. 59, the Art. 1857) figures "5300000" to replace the Official Bulletin of Ukraine with figures "4728965".

3. Allocate to the Ministry of Health 571035 thousand hryvnias (including consumption expenses - 109867, with 6 thousand hryvnias, development expenses - 461167, 4 thousand hryvnias) on irretrievable basis from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences as subvention from the government budget to local budgets for providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

4. Approve:

Procedure and conditions of provision of subvention from the government budget to local budgets on providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences which are applied;

distribution of subvention from the government budget to local budgets on providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences between local budgets according to appendix.

5. Provide:

To the Ministry of Health - coordination of allocation of budgetary funds, the stipulated in Item 3 presents of the resolution, and distribution of subvention from the government budget to local budgets on providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, caused by coronavirus of SARS-CoV-2, and its consequences provided by the paragraph third item 4 of this resolution with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - after the specified coordination opening of the new budget program and entering of corresponding changes into list of the government budget.

Procedure and conditions of provision of subvention from the government budget to local budgets on providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences

1. These the Procedure and conditions determine subvention procedure for granting from the government budget to local budgets on providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at the expense of the funds allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences (further - subvention).

2. The main manager of subvention is the Ministry of Health.

Managers and receivers of subvention are determined by decisions on such budgets according to the legislation by local budgets.

3. The subvention goes for purchase of goods, works and services for providing bed fund of healthcare institutions with supply of oxygen which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

The list of healthcare institutions which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus affirms the works manager on mitigation of consequences of the emergency situation of medicobiological nature of the national level connected with spread of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

4. Conditions of provision of subvention is providing by the end of 2020 regional and Kiev city supply of oxygen of bed fund of healthcare institutions by the state administrations which provide stationary medical care to patients with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus at least 80 percent of bed fund intended for treatment of such patients.

5. Purchase of goods, works and services at the expense of subvention is performed in the procedure established by the law.

Advance payment of such goods, works and services is carried out taking into account legislation provisions.

6. Opening of accounts, registration, accounting of the budget obligations in bodies of Treasury and carrying out the transactions connected with use of subvention and also reflection in primary and financial accounting of information on the received (created) current and non-current assets are performed in the procedure established by the legislation.

7. Regional and Kiev city the state administrations submit monthly to 3 numbers to the Ministry of Health information on use of subvention by local budgets of administrative and territorial units.
