1. Approve the Instruction about procedure of designer's service of construction it (is applied).
2. This resolution becomes effective after its official publication.

1. This Instruction establishes procedure of designer's service of construction in case of construction, reconstruction, repair, restoration, technical upgrade, improvement, demolition, preservation not completed by asset construction.
2. For the purposes of this Instruction terms and their determinations in the values determined in article 1 of the Law of the Republic of Belarus "About architectural, town-planning and construction activities in the Republic of Belarus", Rules of the conclusion and execution of the construction contracts approved by the resolution of Council of Ministers of the Republic of Belarus of September 15, 1998 No. 1450, and also the following terms and their determinations are used:
designer's service - supervision of construction for the purpose of ensuring compliance of architectural and planning, constructive, technology and other technical solutions, technical and economic and ecological indicators of construction objects of the project documentation;
the general designer - the developer of the project documentation on construction, reconstruction, restoration, major repair, improvement, asset demolition (further - the project documentation) or other organization (individual entrepreneur), the exercising designer's service, management and the organization of work of representatives of designer's service providing control over the implementation and quality of their works (further - the general designer);
the representative of designer's service - the employee of general designer, the subdesigner, and also other persons to whom conducting designer's service according to this Instruction is assigned;
the subdesigner - the developer of separate (specialized) Sections of the project documentation who is involved under the agreement by the general designer to implementation of designer's service.
3. The order of the general designer determines structure and the head of working group of designer's service is appointed (further - working group). In need of structure of the working group representatives of the prospecting and specialized organizations, and also specialists with work experience in protection of historical and cultural heritage on the objects included in the list of material objects which gives the status and category of historical and cultural values of the Republic of Belarus, according to appendix 1 to the resolution of Council of Ministers of the Republic of Belarus of May 14, 2007 to No. 578 "Ab the status g_storyka-cultural kashto¸nastsy" join.
4. The employee of general designer is appointed the head of working group performing management and coordination of activities of workgroup members.
5. Conducting designer's service is assigned by the general designer to the head of working group and workgroup members, including:
chief engineer (chief architect);
chief specialists of the general designer (subdesigner);
other specialists who were directly involved in development of the project documentation (including on the terms of sub contracting).
6. The schedule of exit of representatives of designer's service (further - the schedule), the list of responsible designs and main types of the works which are subject to acceptance with participation of representatives of designer's service, the order of the general designer on determination of structure and assignment of the head of working group are transferred by the customer to the prime contractor (contractor) for storage before the termination of construction.
7. Workgroup members are involved in creation of the scheduled plan and cost budget on conducting designer's service by the general designer.
8. Lasting construction more than one year the schedule is constituted according to amounts of works the current year. Data on the planned amounts of works are reported annually the current year to the general designer by the customer, the builder in accordance with the established procedure, and on their basis costs for conducting designer's service in the current year are determined. As agreed by the parties works agreements on accomplishment of project and prospecting works and (or) conducting designer's service of construction (further - the agreement) amendments can be made to the schedule and cost budget the current year proceeding from actual state of object according to Item 7 of this Instruction.
9. The general designer draws up the magazine of designer's service and transfers him to the customer, the builder to the terms established by the agreement.
Sheets of the magazine of designer's service are drawn up in forms according to appendices 1-5 and shall be numbered. The magazine of designer's service shall be strung together, signed heads of the general designer and the customer, the builder.
The magazine of designer's service is transferred by the customer, the builder to the prime contractor (contractor) for its storage before the termination of construction. Withdrawal of the magazine from construction object and its storage out of object is not allowed.
10. The magazine of designer's service is kept on asset construction in general or on construction of certain buildings and constructions, and also on start-up complexes.
11. Records and notes in the magazine of designer's service are brought by representatives of designer's service on object.
12. The magazine of designer's service is issued by the prime contractor (contractor) on demand:
representatives of designer's service;
bodies of the state construction supervision;
representatives of test authority.
