About measures for creating favorable conditions to foreign citizens and stateless persons when rendering the state services

According to the resolution of the President of the Republic of Uzbekistan of February 15, 2019 No. PP-4193 "About measures for further complex development of national system of rendering the state services", and also for the purpose of improvement of quality of rendering the state services to the foreign citizens and stateless persons living in the Republic of Uzbekistan:

1. Make changes and additions to the Regulations on the residence permit in the Republic of Uzbekistan for the foreigner, the residence permit in the Republic of Uzbekistan for the stateless person and the certificate of the stateless person approved by the Presidential decree of the Republic of Uzbekistan of February 26, 1999 No. UP-2240, according to appendix.

2. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

together with the State center of personalisation under the Cabinet of Ministers of the Republic of Uzbekistan till December 1, 2019 to introduce to the Cabinet of Ministers of the Republic of Uzbekistan the draft of the regulatory legal act providing procedure and terms of provision to foreign citizens and stateless persons, temporarily or constantly living in the territory of the Republic of Uzbekistan, personal identification number of physical person;

till May 1, 2020 to finish provision of personal identification number of physical person to the foreign citizens and persons without citizenship who are constantly living in the territory of the Republic of Uzbekistan.

3. To impose control of execution of this Decree on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov.

to the Presidential decree of the Republic of Uzbekistan of November 12, 2019 No. UP-5872

Changes and additions made to Regulations on the residence permit in the Republic of Uzbekistan for the foreigner, the residence permit in the Republic of Uzbekistan for the stateless person and the certificate of the stateless person

1. In Item 7:

add the subitem "a" with the paragraph of the following content:

"personal identification number of physical person";

exclude paragraphs 26 and 27.

2. Add with Item 7-1 of the following content:

"7-1. For receipt of personal identification number of physical person the physical person shall address to department of migration and registration of nationality of law-enforcement bodies of the residence.

With the consent of person in the residence permit the healthcare institution makes marks about group and Rhesus factor accessory of blood of the owner of the residence permit.

In the absence of data on prolongation of effective period of the residence permit and personal identification number of physical person the residence permit is considered invalid.

It is forbidden to make in residence permits for the foreigner and the stateless person of record, not provided by this Provision".
