About export licensing from the Republic of Belarus out of limits of customs area of the Eurasian Economic Union regenerated paper or cardboard (waste paper and waste)

According to article 47 of the Agreement on the Eurasian Economic Union of May 29, 2014, subitem 1.5 of Item 1 of the Presidential decree of the Republic of Belarus of April 5, 2016 "About state regulation of foreign trade activity" the Council of Ministers of the Republic of Belarus DECIDES: No. 124

1. Determine that:

1.1. export from the Republic of Belarus out of limits of customs area of the Eurasian Economic Union regenerated paper or cardboard (waste paper and waste) *, classified by code 4707 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union, occurring from the territory of the Republic of Belarus (further - waste paper), when placing under customs procedures of export, temporary export is performed under the one-time licenses granted by the Ministry of anti-monopoly regulation and trade in coordination with the Belarusian production and trade concern forest, woodworking and pulp and paper industry according to the procedure, similar by the established Rules of issue of licenses and import permits and (or) commodity import provided by appendix to the Protocol on measures of non-tariff regulation concerning the third countries (appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014), taking into account features, established by this resolution **;

1.2. The Belarusian production and trade concern forest, woodworking and pulp and paper industry approves the statement for licensing for export of waste paper when placing under customs procedures of export, temporary export in the presence of the prisoner between the called concern and the organization of the agreement on conditions of supply of waste paper.

2. Add the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, No. approved by the resolution of Council of Ministers of the Republic of Belarus of February 17, 2012 156, Item 24.19-47 of the following content:

"24.19-47. Approval of licensing for export of the regenerated papers or cardboard (waste paper and the waste (code 4707 of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union) happening from the territory of the Republic of Belarus

the statement (in duplicate) according to the Instruction about execution of the statement on licensing for export and (or) import of separate types of goods and about execution of such license approved by the decision of Board of the Eurasian economic commission of   November 6, 2014 No. 199

the document certifying the right to representation of interests of the applicant

5 working days

before date of issue of the export license regenerated paper or cardboard (waste paper and waste)

free of charge".

 

3. To the Ministry of Foreign Affairs in accordance with the established procedure:

3.1. notify the Eurasian economic commission on the measures taken according to subitem 1.1 of Item 1 of this resolution;

3.2. submit for consideration of the Eurasian economic commission the offer on application by other state members of the Eurasian Economic Union of the measures similar to the measure established in subitem 1.1 of Item 1 of this resolution;

3.3. inform Executive committee of the Commonwealth of Independent States on adoption of this resolution.

4. To assign control of observance of the restrictive measure established in subitem 1.1 of Item 1 of this resolution to the State Customs Committee.

5. This resolution becomes effective in ten days after its official publication and is effective within six months, except for Item 3, of the official publication of this resolution which is becoming effective later.
