About measures for implementation of identification ID cards in the Republic of Uzbekistan

1. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of December 26, 2018 No. PP-4079 "About further measures for creation of system of registration and issue of the biometric passport of the citizen of the Republic of Uzbekistan for trip abroad and upgrade of biometric passport system of the Republic of Uzbekistan" since 2021 based on the operating infrastructure of biometric passport system of the republic provides implementation of system of registration and issue of identification ID cards instead of the biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011.
2. In view of opinion of the general public and the best foreign practices to approve offers of the Ministry of Internal Affairs of the Republic of Uzbekistan and the National center for human rights about:
creation to citizens of the Republic of Uzbekistan possibilities of the address, at discretion, to any divisions of migration and registration of nationality of law-enforcement bodies and the centers of the state services for obtaining and replacement of identification ID cards;
creation to the citizens of foreign states and persons without citizenship who are constantly living in the Republic of Uzbekistan, possibility of the appeal to divisions of migration and registration of nationality of law-enforcement bodies and the centers of the state services in the place of permanent registration for receipt of identification ID cards, their replacement - in any divisions of migration and registration of nationality of law-enforcement bodies and the centers of the state services at discretion;
entering into the chip of the identification ID card of data on nationality of its owner without their specifying on the ID cards form;
design of the identification ID card to the newborn at the discretion of his parents, guardians (custodians) after registration by body of ZAGS and provision of the certificate of birth without its obligatory issue.
3. Establish procedure according to which:
design of the identification ID card is performed within one working day after adoption of certain documents;
design of the identification ID card is performed by the ranking officer on the basis of addresses of the aged citizens needing foreign leaving and also persons with disability in fifteen-day time with departure on places of their residence without collection of additional fee for the rendered service.
4. Approve:
Regulations on the identification ID card of the citizen of the Republic of Uzbekistan, according to appendix No. 1;
Regulations on the identification ID card of the citizen of foreign state and the person without citizenship, constantly living in the Republic of Uzbekistan, according to appendix No. 2.
5. Determine that exchange of biometric passports of citizens of the Republic of Uzbekistan, stateless persons and the residence permit of citizens of foreign states on identification ID cards is performed:
at the first stage - from January 1, 2021 to December 31, 2022 in voluntary procedure on reaching 16-year age, and also for other reasons, stipulated by the legislation;
at the second stage - from January 1, 2023 to December 31, 2030 without fail.
The biometric passport of the citizen of the Republic of Uzbekistan of sample of 2011 is considered invalid since January 1, 2031.
6. Determine that:
for design of the identification ID card the state fee in the amount of, established by the Law of the Republic of Uzbekistan "About the state fee" is collected.
The regulations on passport system in the Republic of Uzbekistan approved by the Presidential decree of the Republic of Uzbekistan of January 5, 2011 No. UP-4262, and also the existing biometric passport of the citizen of the Republic of Uzbekistan are valid till December 31, 2030.
At the same time:
- since January 1, 2024 to provide to the Ministry of Internal Affairs specifying of surname and name of the citizen in English taking into account requirements of the acts ICAO when filling the questionnaire on receipt of the ID card;
Under the Ministry of Justice - till January 1, 2024 to provide to the agency of personalisation amendment with data in English of surname and name of the citizen in the database of physical persons on all provided ID cards.
7. To the Ministry of Internal Affairs together with the State center of personalisation under the Cabinet of Ministers, the Ministry of Justice and the Ministry of development of information technologies and communications of the Republic of Uzbekistan till December 31, 2020 to provide:
implementation on the Single portal of interactive state services of possibility of the address for receipt of the identification ID card, electronic queue and implementation of online payment;
receipt of the certificate of birth by means of the information system "Single Electronic Archive of Bodies of Civil Registration" in case of the request for receipt of the identification ID card.
8. To the ministry of development of information technologies and communications of the Republic of Uzbekistan:
a) till December 31, 2020:
modernize the Electronic Government system by implementation of the opportunities necessary for realization of possibility of use of the identification ID card in case of the request of citizens for receipt of the state services and the organization of interdepartmental electronic interaction, with wide use of program platforms;
organize together with studying and implementation of the technical and technological conditions necessary for ensuring use by the citizens of the ID cards in case of the appeal to state bodies and the organizations interested in the ministries and departments;
b) till December 31, 2022 together with the Ministry of Internal Affairs, the State center of personalisation under the Cabinet of Ministers and the Ministry of Justice to study the international experience of use of identification ID cards, to organize on its basis development and enhancement of additional electronic forms of relations of the state and the population in the Electronic Government system.
