According to part 3 of article 25 of the Federal Law of July 21, 2014 No. 206-FZ "About quarantine of plants" (The Russian Federation Code, 2014, No. 30, the Art. 4207), based on subitem 5.2.25 (80) Item 5 of the Regulations on the Ministry of Agriculture of the Russian Federation approved by the order of the Government of the Russian Federation of June 12, 2008 No. 450 (The Russian Federation Code, 2008, No. 25, Art. 2983; 2015, to No. 11, of the Art. 1611), I order:

1. Approve the enclosed Procedure for marking of the quarantine products transported in the form of wood packaging or fixing materials on condition of its use when exporting from the Russian Federation as packaging or fixture of other goods exported from the Russian Federation, the requirement to form of special sign of the international sample designating compliance of such quarantine products to quarantine phytosanitary requirements of the importing country, to methods of its drawing.

2. This order becomes effective since January 1, 2021.

Procedure for marking of the quarantine products transported in the form of wood packaging or fixing materials on condition of its use when exporting from the Russian Federation as packaging or fixture of other goods exported from the Russian Federation, the requirement to form of special sign of the international sample designating compliance of such quarantine products to quarantine phytosanitary requirements of the importing country, to methods of its drawing

1. This Procedure establishes rules of marking of wood packaging or fixing materials, conditions of issue of special sign of the international sample for marking of wood packaging and fixing materials in case of their export from the Russian Federation (further - marking sign), and also requirements to form of marking sign, methods of its drawing.

2. Issue of marking sign is performed based on the request for issue of marking sign (recommended sample is given in appendix No. 1 to this Procedure) provided by the legal entity, the individual entrepreneur (further - the applicant) in territorial authority of Federal Service for Veterinary and Phytosanitary Surveillance (further - territorial administration of Rosselkhoznadzor) in the territory of which activities works on quarantine phytosanitary disinfecting of wood packaging and fixing materials are carried out (further - works on disinfecting).

3. The copies of the following documents certified by the sign and seal (in the presence) are attached to the request for issue of marking sign:

a) extracts from the Unified State Register of Legal Entities (for legal entities) or extracts from the Unified State Register of Legal Entities and Individual Entrepreneurs (for physical persons) (in case of non-presentation by the applicant of the specified documents the territorial administration of Rosselkhoznadzor requests them independently);

b) the technological scheme of drying rooms, fumigatsionny cameras and storage locations of the disinfected products;

c) the documents confirming checking of the devices used for measurement of parameters of disinfecting;

d) education documents and (or) qualification, documents confirming years of service of workers in the field of work on disinfecting, on paper or in electronic form (on each worker in case of application for issue of marking sign for the purpose of implementation of works on disinfecting as fumigation method using pesticides of the first class of danger (bromic methyl) (further - fumigation method bromic methyl);

e) the order on appointment of person responsible for work for disinfecting, with application of copies of education documents and (or) qualification and documents confirming length of service of the specified person in the field of work on disinfecting: at least one year in case of disinfecting by thermal method and three years in case of disinfecting by fumigation method bromic methyl, on paper or in electronic form which are sent to the e-mail address of territorial administration of Rosselkhoznadzor specified on the official site of territorial administration of Rosselkhoznadzor on the Internet;

e) the documents confirming availability of the storage facilities adapted for separate storage of the disinfected wood packaging and fixing materials and materials which did not undergo disinfecting;

g) the documents confirming availability of serviceable furnaces or the equipment for destruction of wood or the wood packaging material infected with harmful organisms, waste of wood and bark (in the location of production).

4. The request for issue of marking sign with complete set of documents is registered territorial administration of Rosselkhoznadzor in day of its receipt.

5. The term of consideration of the request for issue of marking sign with set of documents constitutes no more than 5 working days from the date of its registration.

6. If the applicant provided to territorial administration of Rosselkhoznadzor incomplete set of documents according to Item 3 presents of the Procedure, the official of territorial administration of Rosselkhoznadzor within 5 working days from registration date of the request for issue of marking sign notifies the applicant in writing on the termination of consideration of documents for issue of marking sign by mail by the registered mail with the assurance of receipt or electronically to the e-mail address specified in the request for issue of marking sign.

7. In case of representation by the applicant of complete set of documents according to Item 3 presents of the Procedure the official of territorial administration of Rosselkhoznadzor within 5 working days from registration date of the request for issue of marking sign notifies the applicant by any available method, including by mail the registered mail with the assurance of receipt, purposely, by means of the electronic document signed by the strengthened qualified digital signature and sent to the e-mail address specified in the request for issue of marking sign about time of holding the actions directed to establishment of compliance of the place of implementation of works on disinfecting to the International standard on phytosanitary measures of MSFM No. 15 "Management on regulation of wood packaging materials in international trade" (Rome, 2002) (further - No. MSFM 15, of action in the place of implementation of works on disinfecting).
