The Cabinet of Ministers of Ukraine decides:

1. According to part four of article 28 of the Law of Ukraine "About the Government budget of Ukraine for 2020":

1) to reduce amount of expenses of consumption according to the budget program 2501520 "Allowance payment by children to physical persons entrepreneurs who chose simplified taxation system and treat the first and second group of payers of the single tax, at the expense of funds which are allocated from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" for the amount of 160949 thousand hryvnias;

2) to increase amount of expenses according to the budget program 3511380 "Fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences" by the amount of 160949 thousand hryvnias.

2. In Item 1 of the resolution of the Cabinet of Ministers of Ukraine of April 29, 2020 No. 330 "About assignment for assistance for children to physical persons - entrepreneurs who chose simplified taxation system and treat the first and second group of payers of the single tax" (2020, No. 37, the Art. 1226) - with the change made by the resolution of the Cabinet of Ministers of Ukraine of August 5, 2020 No. 682, of figure of "1106717,73" to replace the Official Bulletin of Ukraine with figures of "945768,73".

3. Allocate to the Ministry of Finance 160949 thousand hryvnias (consumption expenses) (from them compensation - 131925, with one thousand hryvnias) on irretrievable basis from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences for implementation of surcharge to the salary to officials of customs authorities which directly exercise customs control and customs clearance of goods at check points through frontier in places of customs clearance of goods on customs area of Ukraine and have direct contact with citizens of Ukraine, foreigners, persons without citizenship, and also with goods concerning which the customs clearance is performed.

4. Approve the Procedure for use of the funds allocated for ensuring implementation of some actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in customs authorities which is applied.

5. Provide to the Ministry of Finance:

1) coordination reducing amount of expenses of the government budget provided by the subitem 1 of Item 1 and Item 2 of this resolution and allocation of budgetary funds, the stipulated in Item 3 presents of the resolution, with Committee of the Verkhovna Rada of Ukraine concerning the budget;

2) after the specified coordination opening of the new budget program and entering of corresponding changes into list of the government budget.

6. This resolution becomes effective from the date of its publication.

Procedure for use of the funds allocated for ensuring implementation of some actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in customs authorities

1. This Procedure determines the mechanism of use of means of the government budget by the "Some Questions of Compensation to Officials of Customs Authorities for Action of the Quarantine Established by the Cabinet of Ministers of Ukraine for the purpose of Prevention of Distribution in the territory of Ukraine of Sharp Respiratory Disease of COVID-19, of SARS-CoV-2, Caused by Coronavirus and within 30 Days from the date of Its Cancellation" program (further - budgetary funds).

2. The main manager of budgetary funds is the Ministry of Finance, the executive in charge - State Customs Service.

Managers of budgetary funds of the lowest level are territorial authorities of State Customs Service.

3. Budgetary funds are allocated on irretrievable basis for implementation of surcharge to the salary to officials of customs authorities which directly exercise customs control and customs clearance of goods at check points through frontier, in places of customs clearance of goods on customs area of Ukraine and have direct contact with citizens of Ukraine, foreigners, persons without citizenship, and also with goods concerning which the customs clearance is performed.

4. Surcharge to the salary to officials of customs authorities is established according to the resolution of the Cabinet of Ministers of Ukraine of April 29, 2020 No. 375 "Some questions of compensation (cash cover) of separate employee categories, the military personnel of National guard and the State Border Service, officials of the State Customs Service, faces of the private and the commanding structure of bodies and divisions of civil protection, police officers who provide activity of the population, for action of the quarantine established by the Cabinet of Ministers of Ukraine for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and within 30 days from the date of its cancellation" (The Official Bulletin of Ukraine, 2020, No. 41, to the Art. 1318, with No. 51, the Art. 1587).

5. The Ministry of Finance provides use of budgetary funds, without allowing accounts payable availability for the 30th day from the date of cancellation of action of the quarantine established by the Cabinet of Ministers of Ukraine for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

6. The conducting financial accounting, opening of accounts, registration, accounting of the budget obligations in bodies of Treasury and transaction connected with use of budgetary funds are performed in the procedure established by the legislation.

7. Creation and provision of financial and budget reports about execution of the budget programs and use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.
