RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

of September 7, 2020 No. PP-4819

About measures for the organization of activities of the Agency for the inventory under the State Tax Committee of the Republic of Uzbekistan

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of September 7, 2020 No. UP-6061 "About Measures for Cardinal Enhancement of System of Accounting of the Earth and the State Inventories":

1. In system of the Agency according to the inventory under the Ministry of Economics and finance of the Republic of Uzbekistan (further - the Agency according to the inventory):

a) form:

Karakalpak Republican, regional, Tashkent city managements and district (city) departments of the Agency of the inventory based on managements on land resources and the state inventory of the Republic of Karakalpakstan, areas and the city of Tashkent, departments of land resources and the state inventory of areas (cities);

Chamber of the state inventories of the Agency according to the inventory under the Ministry of Economics and finance of the Republic of Uzbekistan in the form of public institution (further - Chamber of the state inventories) based on the National center of the state inventories, geodesy and cartography;

Karakalpak Republican, regional, Tashkent city managements and district (city) branches of Chamber of the state inventories based on the state companies of land management and the inventory of the real estate of the Republic of Karakalpakstan, areas and the city of Tashkent and their branches in areas (cities);

The republican aero geodetic center in the form of public institution based on the Central aero geodetic company, the Samarkand aero geodetic company, the State unitary enterprise "Geoinformkadastr";

Management of geodetic supervision as a part of central office of the Agency according to the inventory without formation of legal entity based on Inspection of the state geodetic supervision;

b) transfer the State kartografo-geodetic fund under Inspectorate of the state geodetic supervision to departmental subordination of the Agency according to the inventory;

c) transfer the State unitary enterprise "Analytical Center of Quality, Structure and Repository of Soils" to structure of the Ministry of Agriculture, Research institution of soil science and agrochemistry - in structure of the Research and production center of agricultural industry and food supply under the Ministry of Agriculture;

d) according to the Presidential decree of the Republic of Uzbekistan of October 30, 2020 to allocate to No. UP-6098 "About Organizational Measures for Reducing Shadow Economy and Increase in Efficiency of Activities of Tax Authorities" in addition 30 established posts at the expense of the reduced established posts of bodies of the State Tax Service.

2. To the agency according to the inventory in two-month time:

finish organizational measures for abolition, change and formation of the organizations provided in this resolution;

provide transfer of the buildings and constructions, other material values belonging and operated by the abolished organizations, to their successors by the rights and obligations.

3. To the Ministry of Agriculture in two-month time:

review organizational structure and the staff list of the State unitary enterprise "Analytical Center of Quality, Structure and Repository of Soils" and Research institution of soil science and agrochemistry proceeding from the tasks which are in addition assigned to the Ministry of Agriculture.

4. Transform Fund of development of land relations and state inventory of the State committee of the Republic of Uzbekistan on land resources, to geodesy, cartography and the state inventory to the Off-budget fund of the Agency according to the inventory.

Determine the main sources of forming of means of the Off-budget fund of the Agency by the inventory:

100 percent of the penalties levied based on the cases on administrative offenses considered by bodies of the Agency for the inventory;
