1. Approve Requirements to the organization of conducting consular accounting electronically which are attached.

2. To provide to department of consular service of the Ministry of Foreign Affairs of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister of foreign affairs of Ukraine according to distribution of functional obligations.

Requirements to the organization of conducting consular accounting electronically

I. General provisions

1. These Requirements are developed according to paragraph one of Item 5 of the Procedure for accounting of citizens of Ukraine who live outside Ukraine, the Cabinet of Ministers of Ukraine approved by the resolution of January 29, 2020 No. 85 (further - the Procedure).

2. The terms used in these Requirements have such value:

the e-mail address of the user - the e-mail address specified by the user in case of registration of personal account of the user;

conducting consular accounting electronically (E-accounting) - method of transfer of the statements and documents provided by Procedure, electronically online means of the Internet and departmental information system the MFA (further - the MFA HUNG);

the information message - automatically created the MFA the message on confirmation of the fact of making of action concerning consular accounting electronically which goes online to the e-mail address of the user HUNG;

the user - the person concerning which the actions connected taking into account or his legal representative are made;

3. Requirements establish the procedure of the organization of conducting E-accounting remotely with use technical and software of IIS MFA and the Internet for ensuring transfer of the statements and documents provided by Procedure electronically.

4. The organization of conducting E-accounting is provided by introduction of system of personal accounts of users which is compound the MFA HUNG and the MFA functions on website platform.

5. The authorized officer performs operational actions in the MFA with use of the qualified digital signature HUNG.

6. The department of consular service MFA provides the authorized information access of rather consular accounting of citizens of Ukraine, Administration of the State Border Service of Ukraine, the Public migratory service of Ukraine, the State Customs Service of Ukraine, Service of foreign intelligence of Ukraine and the Security Service of Ukraine by interaction of the automated information and telecommunication systems in the request answer format in real time (online).
