About approval of the Instruction about the organization of work with the managerial personnel in customs authorities
Based on Item 10 of the Regulations on the organization of work with the managerial personnel in system of state bodies and other state organizations approved by the Presidential decree of the Republic of Belarus of July 26, 2004 No. 354, of Item 2 of the Regulations on completing of reserve of the managerial personnel, its preparation, procedure for use and updating approved by the resolution of Council of Ministers of the Republic of Belarus of October 20, 2004 No. 1304, of subitem 10.7 of Item 10 of the Regulations on the State Customs Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of April 21, 2008 No. 228, the State Customs Committee of the Republic of Belarus DECIDES:
1. Approve the Instruction about the organization of work with the managerial personnel in customs authorities it (is applied).
2. Recognize to invalid:
the resolution of the State Customs Committee of the Republic of Belarus of February 15, 2005 No. 10 "About the organization of work with the managerial personnel in customs authorities of the Republic of Belarus";
the resolution of the State Customs Committee of the Republic of Belarus of July 4, 2005 No. 43 "About modification and amendments in the resolution of the State Customs Committee of the Republic of Belarus of February 15, 2005 No. 10";
the resolution of the State Customs Committee of the Republic of Belarus of August 1, 2005 No. 53 "About modification and amendments in the resolution of the State Customs Committee of the Republic of Belarus of February 15, 2005 No. 10";
the resolution of the State Customs Committee of the Republic of Belarus of July 5, 2006 No. 52 "About modification and amendments in the resolution of the State Customs Committee of the Republic of Belarus of February 15, 2005 No. 10";
the resolution of the State Customs Committee of the Republic of Belarus of September 19, 2006 No. 80 "About modification of the resolution of the State Customs Committee of the Republic of Belarus of February 15, 2005 No. 10";
the resolution of the State Customs Committee of the Republic of Belarus of May 11, 2009 No. 39 "About modification and amendments in the resolution of the State Customs Committee of the Republic of Belarus of February 15, 2005 No. 10";

1. This Instruction determines procedure for the organization of work with the managerial personnel in customs authorities.
2. For the purposes of this Instruction the following terms and their determinations are used:
workers - the officials of customs authorities and workers performing ensuring activities and technical tinning of customs authorities;
reserve - the group of perspective workers, other citizens which is specially created on the basis of individual selection and complex assessment which have the corresponding business and personal qualities and can be recommended for occupation of certain executive positions in customs authorities;
managerial personnel of customs authorities - the officials designated for management of activities of customs authorities and their structural divisions, having subordinate workers.
3. Candidate screen in reserve is performed by tender committee on forming of reserve (further - tender committee) which is created in customs authority. The structure and operating procedure of tender committee are determined by the Chairman of the State Customs Committee (further - the State Customs Committee), the chief of customs, the chief of organization of education "The state institute of advanced training and retraining of personnel of customs authorities of the Republic of Belarus" (further - Institute).
4. The reserve is created:
personnel service of the State Customs Committee - on the executive positions specified in the list of positions for which occupation persons join in the reserve created by personnel service of the State Customs Committee according to appendix 1;
personnel service of customs, Institute - on executive positions in customs, Institute, except for the executive positions specified in appendix 1.
5. Forming of reserve is performed on basis:
objective assessment of business and personal qualities of candidates for certain executive positions, including by studying of the staticized information on the citizens included in databanks of gifted and talented youth;
joint consideration of questions of transfer in reserve;
non-admissions of discrimination on bases of sex, nationalities and religions.
6. The main criteria of transfer of the candidate for reserve are:
results of its practical activities on post;
indicators of condition of office, labor and performing discipline;
ensuring safe work in the structural division headed by the candidate (for the managerial personnel);
business and personal qualities of the candidate, its capability to the forthcoming work, potential opportunities;
results of testing and (or) last certification of the candidate;
withdrawals of persons which are directly working with the candidate;
age of the candidate and state of his health.
7. The reserve joins the citizens who took part in competitive selection and recommended by tender committee for transfer in reserve including:
the persons who were earlier serving in customs authorities and dismissed as a result of liquidation of customs authority, reducing number of workers or the state;
the faces consisting in perspective personnel reserve.
8. The age of faces included in reserve, as a rule, shall not exceed 50 years.
9. Offers on candidates for reserve are made annually till December 1:
