About republican fund of universal servicing of digital development and communication

For the purpose of further development in the Republic of Belarus activities in the field of telecommunications, informatization, digital development, information technologies and universal services of telecommunication:
1. Determine that:
1.1. since January 1, 2020 as a part of the republican budget the republican fund of universal servicing of digital development and communication which is the state trust budget fund is created;
1.2. contributions to republican fund of universal servicing of digital development and communication join operators of telecommunication in the costs on production and sales of goods (works, services) considered in case of the taxation;
1.3. operators of telecommunication who perform * operation of single republican data transmission network, coordination of works on its creation and development are exempted till December 31, 2020 from contributions to republican fund of universal servicing of communication and informatization, and also act as customers on designing, construction, equipment of the basic data transmission network constituting basis of single republican data transmission network;

1.4. the income, including on forming sources, and expenses, including in the directions of use, republican fund of universal servicing of digital development and connection is established by the law on the republican budget for the corresponding financial year taking into account Item 3 of this Decree.
2. Approve Regulations on procedure for forming and use of means of republican fund of universal servicing of digital development and communication it (is applied).
3. In 2020 the republican fund of universal servicing of communication and informatization is created in the amount of 45 000 000 rubles and used in the amount of 45 000 000 rubles (appendix 1).
4. The remaining balance of means of state non-budgetary fund of universal servicing of the Ministry of Communications and Informatization formed for January 1, 2020 goes:
till January 31, 2020 on completion of transactions according to obligations assumed in case of budget implementation of this fund in 2019;
in republican fund of universal servicing of communication and informatization are also used for financing of its expenses in the directions determined by the Provision approved by this Decree.
5. Financing at the expense of means of state non-budgetary fund of universal servicing of the Ministry of Communications and Informatization on accepted (published) to January 1, 2020 legal acts is provided within the means provided in republican fund of universal servicing of communication and informatization before reduction of these legal acts in compliance with this Decree.
6. Recognize invalid presidential decrees of the Republic of Belarus (appendix 2).
7. To Council of Ministers of the Republic of Belarus to take measures for implementation of this Decree.
8. To impose control over the implementation of this Decree on the State Control Committee.
9. This Decree becomes effective after its official publication and extends the action to the relations which arose since January 1, 2020.
