About approval of regulations of activities of the operator of express communication

1. Approve regulations of activities of the operator of express communication according to appendix.

2. This Resolution becomes effective next day after its official publication.

Regulations of activities of the operator of express communication

1. General provisions

1. These Regulations regulate the relations which arose between operators of express communication and users of these services, the procedure for activities of operators of express communication, the principles of provision of services of express communication are established.

2. The basic concepts used in Regulations

2. In these Regulations the following concepts are used:

1) the accompanying document - the document attached to express departure or transferred with express departure, containing the address and phone number of the sender and receiver, and also the data characterizing departure;

2) calculating weight - the weight forming basis for calculation of expenses on delivery when comparing real and dimensional weight equal to bigger weight;

3) delivery - process which includes collection of express departure at the sender or from office of the operator of express communication: sorting, transportation and delivery to the receiver;

4) express departure (further - departure) - one or several units of departure packed and addressed as appropriate with delivery from one sender to one receiver, route and which process of delivery can be traced;

5) the delivery receipt of express departure - transfer to the receiver of the notification on type of departure and the term of its delivery;

6) delivery - departure delivery to the receiver;

7) supplementary service - service which gives to service of courier delivery additional value and is performed for additional fare;

8) the evaluated departure - supplementary service in case of which the cost of attachment of departure is estimated by the sender. The maximum size of the estimated cost is established by the operator of express communication;

9) redelivery - supplementary service which can order both the sender, and the receiver for delivery of departure from one address to other address;

10) carefully - supplementary service in case of which on departure the sign of fragile (brittle) departure thanks to which careful delivery of departure is provided is specified;

11) delivery with surcharge - courier delivery in case of which the sender can authorize the operator of express communication in case of delivery to take the amount of surcharge from the receiver and to transfer it into the bank account of the supplier;

To hand 12) personally - service in case of which departure is handed personally to the receiver to the address specified in the accompanying document;

13) dimensional weight - the weight received in case of division derivative lengths, height, departure width on 5000;

14) the courier - the employee of operator of express communication or the person performing service of express communication or performing task of the operator of express communication;

15) actual weight - the weight received when weighing departure (kg);

16) the receiver - person to whose address departure from the sender is handed;

17) the sender - person responsible for departure attachment, at will and on behalf of which departure is transferred to the operator of express communication;

18) the order - one or several departures given at the same time by the sender to the operator of express communication.

3. Classification of services of express communication

3. Services of express communication are subdivided on intra republican (are accepted for delivery to the territories of the Republic of Armenia) and international (are accepted for delivery outside the territory of the Republic of Armenia or delivery from other country in the territory of the Republic of Armenia).

4. Types of service of intra republican express communication are:

1) service of urgent express communication in case of which departure is handed to the receiver in the period of 8:00-10:00 next working days after acceptance;

2) express service of express communication in case of which departure is handed to the receiver in the period of 8:00-17:00 next working days after acceptance;

3) regular service of express communication in case of which departure is handed to the receiver within 3 working days after acceptance.

5. Types of service of the international express telecommunication and terms of their provision are established by the operator of express communication.

4. Types of departures

6. Types of departures are:

1) envelope to kg 0,3 - format envelope to A4 with documents and other attachments which actual and dimensional weight does not exceed 300 grams;

2) express packet - the departure put in packet or box which actual and dimensional weight exceeds 300 grams;

3) correspondence - information in paper option without commodity cost;

4) express load, stipulated in Item 52 parts 1 of Article 2 of Appendix No. 1 to the Agreement on the customs code of the Eurasian Economic Union.

5. Change of the price list and forming of rates for services of express communication

7. The service of express communication and supplementary service are paid based on the price list approved by the operator of express communication.

8. The operator of express communication shall inform society on change of service fee of express communication in 30 calendar days prior to the introduction of change in force.

9. The user can pay for service of express communication also in cash, and from the non-cash account, including the card, the mobile phone and other means, depending on technical capabilities of the express operator.

10. the operator of express communication provides to the sender the document confirming payment.

11. The user of services of express communication, according to the agreement signed with the express operator pays for courier service in case of receipt of express departure.
