About additional measures for support of domestic manufacturers
In recent years in the country large-scale work on support of industries of economy in realization of vigorous investing and foreign trade activity is carried out.
During 2017 - 2019 the amount of the mastered investments into economy grew in time 2,1, including due to centralized investments - in time 2,8. The share of investments in structure of gross domestic product increased from 21 percent in 2016 to more than 38 percent following the results of 2019. The amount of foreign trade turnover for this period grew in time 1,7.
High investment and foreign trade activity exerted the stimulating impact on increase in production of industrial output in 1,24 of time, construction - in time 1,44, and their share in structure of gross domestic product grew with 24,1 to percent 33,2.
At the same time the global koronavirusny pandemic continues to make restrictive impact on production activity of the companies in a number of industries and sectors of economy owing to violation of cooperation communications, reducing the product demand and the markets of their sale.
For the purpose of additional support of domestic manufacturers in growth in volumes and nomenclature of domestic industrial output, deepening of cross-industry cooperation and development of chains of value added, and also creation of conditions for development of competitive environment and expansion of participation of domestic manufacturers in system of public procurements:
1. Agree with the offer of the Cabinet of Ministers on establishment of procedure according to which:
a) since November 1, 2020:
for legal entities from shares of the state in authorized fund (capital) in the amount of 50 percent and more, and also legal entities, in authorized fund which (capital) of 50 percent and more belongs to the legal entity from shares of the state of 50 percent and more (further - corporate customers), the procedure according to which feasibility of purchase of import goods (works, services) on the amount over 50 thousand basic settlement sizes under one agreement are subject to obligatory consideration by the supervisory boards (general meetings of founders) with approval of the list on quarterly basis is entered;
the mechanism of temporary ban and restrictions in the admission to public procurements concerning separate goods of foreign origin, and also works (services) performed by foreign persons is entered;
on products which are not included in the Inventory of foreign origin, and also works (services) performed by foreign persons concerning whom ban and restrictions in the admission to public procurements are imposed temporary according to the international practice in case of assessment of proposals of participants of the tender (tender) to goods of local production preference in the amount of no more than 15 percent from the price DDP (Uzbekistan) on imported goods is provided. At the same time in case of the public procurements conducted by corporate customers for resale of goods for commercial purposes or their uses in these purposes in production, preferences are not applied;
the structure of the tender commissions on the public procurements conducted for the budget account of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent, budgets of areas and cities and which total cost under one agreement exceeds 2 500 multiple sizes of basic settlement size and, without fail joins assistants to the chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent concerning localization of production and expansion of cooperation communications in the industries
;b) since January 1, 2021 separate procedures for purchases of goods (works, services) for economic societies and the companies of strategic importance are cancelled.
To provide to the Cabinet of Ministers till January 1, 2021 implementation in economic societies and at the companies of strategic importance of internal regulations of carrying out purchases of goods (works, services) according to requirements of the legislation on public procurements and the modern principles of corporate management.
a) The inventory of foreign origin, and also works (services) performed by foreign persons concerning whom ban and restrictions in the admission to public procurements are imposed temporary is created and affirms the Cabinet of Ministers on basis:
common offerings of the Ministry of Economic Development and reducing poverty, the Ministry of the investments and foreign trade, the Ministry of Finance and Chamber of Commerce and Industry approved with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent;
data on goods (works, services) and their producers placed on the electronic cooperation portal of the Ministry of Economic Development and reducing poverty (further - the cooperation.uz Portal) and having appropriate certificates;
b) provisions of the subitem "an" of Item 1 of this resolution do not extend to procurement procedures and contracts:
financed by means of the international financial institutions and foreign government financial institutions;
concluded according to separate decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers which establish other procedure for purchases of goods (works, services);
performed for the purpose of ensuring defense capability, safety and maintenance of internal procedure, and also connected with the state secrets and medicines, products of medical appointment and the medical equipment imported based on import contracts by orders of the Ministry of Health proceeding from requirements of the population.
3. To the Ministry of Economic Development and reducings poverty, to the Ministry of investments and foreign trade, the Ministry of Finance and Chamber of Commerce and Industry till October 1, 2020 on the basis of detailed studying of products made in the republic to submit in the Cabinet of Ministers for approval the Inventory of foreign origin, and also works (services) performed by foreign persons concerning whom ban and restrictions in the admission to public procurements are imposed temporary.
4. Enter since October 1, 2020 procedure according to which:
heads of budget and corporate customers study without fail possibility of purchase of goods (works, services) provided to purchase, first of all at the domestic manufacturers registered on the new.cooperation.uz portal. At the same time the goods necessary for public procurements, it is allowed to acquire on other electronic portals only in case of their absence on the new.cooperation.uz portal on the basis of the reference of the portal
