About procedure for setting standards of fuel usage

Based on the paragraph of the fifth of article 7 of the Law of the Republic of Belarus of January 8, 2015 "About energy saving" the Council of Ministers of the Republic of Belarus DECIDES: No. 239-Z

1. Determine that:

1.1. fuel consumption requirements for motorized vehicles, vessels, machines, mechanisms and the equipment (further - fuel consumption requirements) are established by heads of the organizations and individual entrepreneurs independently or based on results of the testing which are carried out by accredited test laboratory;

1.2. republican state bodies have the right to determine the requirement about approval of the fuel consumption requirements established by heads of subordinates (which are part, system) the organizations, and procedure for such approval;

1.3. from July 12, 2015 before entry into force of this resolution application of the fuel consumption requirements established during this period by heads of the organizations and individual entrepreneurs independently or based on results of the testing which are carried out by accredited test laboratory provided that such regulations are not established by acts of the legislation or local acts of republican state bodies and other state bodies (organizations), subordinate (accountable) to the President of the Republic of Belarus or Council of Ministers of the Republic of Belarus is allowed.

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. in the resolution of Council of Ministers of the Republic of Belarus of October 15, 2001 No. 1488 "About provision to the Ministry of Defence, the Ministry of Internal Affairs, Committee for State Security and the State boundary committee of powers on development and approval of gas rations, oils, lubricant and special liquids":

from the name of the resolution the word of "fuel" to exclude;

2.2. in the resolution of Council of Ministers of the Republic of Belarus of May 27, 2003 No. 695 "About provision to the Ministry of Emergency Situations of powers on development and approval of gas rations, oils, lubricant and special liquids":

2.4. from the name and the text of the resolution of Council of Ministers of the Republic of Belarus of January 30, 2008 No. 133 "About fuel consumption requirements, oils, lubricant and special liquids in case of accomplishment of forestry and landscape and logging works" the word "fuel" to exclude;

2.5. from the name and the text of the resolution of Council of Ministers of the Republic of Belarus of August 20, 2008 No. 1199 "About fuel consumption requirements, oils, lubricant and special liquids in case of accomplishment of marsh preparatory work, production, transportation and conversion of peat, production of fuel briquettes, fuel from lignin and pellet" the word "fuel" to exclude;

2.6." to exclude from subitem 5.4 of Item 5 of the Regulations on the Ministry of Agriculture and Food of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of June 29, 2011 No. 867, of the word "fuel consumption requirements for the mechanized works;

2.7. to add subitem 5.92 of Item 5 of the Regulations on the Ministry of Culture approved by the resolution of Council of Ministers of the Republic of Belarus of January 17, 2017 No. 40, after the word of "resources" with the words "except for fuel consumption requirements for motorized vehicles, vessels, machines, mechanisms and the equipment".

3. This resolution becomes effective after its official publication.

Action of subitem 1.3 of Item 1 of this resolution extends to the relations which arose since July 12, 2015.
