Physical culture and sport in the Kyrgyz Republic are aimed at providing health of the people of Kyrgyzstan on the basis of realization of opportunities of optimum physical development of people, comprehensive enhancement of physical qualities and the related capabilities inherent to each person. They function in close unity with education of the spiritual and moral qualities characterizing socially active personality, ensuring due readiness of each person to labor, defense and to other types of public work.
This Law establishes the basic principles of the organization, functioning and management of system of physical training and training of athletes and forms the legal base to their realization.
The legislation of the Kyrgyz Republic on physical culture and sport is aimed at all-round development of the person, approval of healthy lifestyle, forming of need for physical and moral enhancement, creation of conditions for occupations by any kinds of physical culture and sport, the organization of professional and applied preparation and ensuring proper prevention of diseases, addictions and offenses, prevention of use of the prohibited substances and methods, fostering patriotism, development and strengthening of friendship between the people.
The basic principles of the organization and management of physical culture and sport are:
all-round harmonious development of the personality;
communication of physical training with labor and defense practice;
improving orientation of occupations physical culture and sport;
equal rights of citizens on occupation physical culture and sport;
