No. 49-58, 109) and article 22 of the Law No. 467/2003 on informatization and the state information resources (The official monitor of the Republic of Moldova, 2004, Art. No. 6-12, 44), with subsequent changes, DECIDES: the Government

1. Approve the Technical concept of the Automated information system "The register of the chemical goods placed in the market of the Republic of Moldova" (is attached).

2. To the ministry of environmental protection:

1) to provide implementation, functioning and development of the Automated information system "The register of the chemical goods placed in the market of the Republic of Moldova" through National agency on regulation of nuclear, radiological and chemical activities;

2) in 6-month time to develop and submit for approval to the Government Regulations on procedure for maintaining the Register of the chemical goods placed in the market of the Republic of Moldova, created by the Automated information system "The register of the chemical goods placed in the market of the Republic of Moldova";

3) to provide creation and monitoring of the Automated information system "The register of the chemical goods placed in the market of the Republic of Moldova" due to the annual assignments approved for the Ministry of the environment in the law on the government budget and also from other sources which are not prohibited by the law.

Chapter I. General provisions

1. The automated information system "The register of the chemical goods placed in the market of the Republic of Moldova" (further - AIS "RHP") creates specialized information resource about the chemical goods placed in the market of the Republic of Moldova. AIS "RHP" will allow to manage processes of registration of chemical goods, obtaining and processings of annual reports of vendors and importers of chemical goods, and also to issue permissions to placement of chemical goods in the market of the Republic of Moldova, significantly increasing efficiency of interaction between the bodies of the public power involved in management process and monitoring of chemical goods.

2. AIS "RHP" will include information on the chemical goods presented at the market of the Republic of Moldova, describing toxic properties, risk for health, emergency measures in case of emergency situations, physical and chemical properties, biological activity, conversion in the environment, hygiene and environmental standards including security measures at production phase, import, export, transportation and use of chemical goods in the Republic of Moldova.

3. AIS "RHP" performs the activities in the heterogeneous circle (normative and legal on regulation, information, functional, technological), forming in total the end-to-end system integrated into system of economic information resources.

4. The common goal of AIS "RHP" represents the effective information solution used for forming of information RHP resource which should become support of ensuring the subjects participating in management, regulation and monitoring of chemical goods.

5. AIS "RHP" will allow to automate activities of the bodies of the public power participating in processes of management of chemical goods and in implementation of the United Nations system Approved at the global level on classification and marking of chemicals.

6. The main powers of the National agency on regulation of nuclear, radiological and chemical activities (further - the National agency), according to article 8 of the Law No. 277/2018 on chemicals, will provide accomplishment of the basic functions determined by purpose of AIS "RHP".

7. Implementation of the Information system will achieve the following objectives:

1) informing and protection of health of consumers;

2) health protection on workplace;

3) creation of the single database standardized at the national level about the chemical goods placed in the market of the Republic of Moldova;

4) risks assessment and informing on them;
