About approval of the Regulations on export and import of dangerous chemical goods
Based on Items b), f) and g) Articles 9, Articles 17, 18 and 19 Laws No. 277/2018 on chemicals (The official monitor of the Republic of Moldova, 2019, Art. No. 49-58, 109) DECIDES: the Government
1. Approve Regulations on export and import of dangerous chemical goods it (is applied).
2. To assign monitoring and implementation of this resolution to National agency on regulation of nuclear, radiological and chemical activities.
3. To impose control of execution of this resolution on the Ministry of Agriculture, regional development and the environment.
4. This resolution becomes effective after 6 months from the date of publication.

1. This Provision pursues the following aims:
1) creation of the mechanism of application of the Rotterdam convention on the procedure of prior reasonable consent concerning separate dangerous chemicals and pesticides in international trade which the Republic of Moldova by means of the Law No. 389/2004 joined (further - the Convention);
2) establishment of the procedure of the notification on export and receipts of prior reasonable consent to export of dangerous chemical goods which are prohibited or fall under strict restrictions in the Republic of Moldova;
3) promotion of collective responsibility and common efforts in the field of international traffic of dangerous chemicals for the purpose of protection of human health and the environment against possible damnification;
4) correct, from the ecological point of view, use of dangerous chemical goods.
2. This Provision provides observance of regulations on classification, packaging and marking dangerous to the person and/or the environment of chemical goods, in case of their export and import, except for to situation when these provisions contradict any specific requirements of the relevant parties or the countries.
3. According to Article 17 and part (3) article 18 of the Law No. 277/2018 on chemicals this Provision is applied to:
1) to dangerous chemical goods which are subject of the procedure of prior reasonable consent according to the Convention, according to appendix No. 1;
2) to dangerous chemical goods which are prohibited or fall under strict restrictions, according to appendix No. 1;
