About submission of the reporting under questions of financial monitoring to the National Bank of Ukraine

According to Articles 7, of 15, of 56, 67 Laws of Ukraine "About the National Bank of Ukraine", to Articles 63, 69 Laws of Ukraine "About banks and banking activity", to the Law of Ukraine "About prevention and counteraction of legalization (washing) of income gained in the criminal way, to financing of terrorism and financing of distribution of weapons of mass destruction" for the purpose of ensuring accomplishment by the National Bank of Ukraine of function of state regulation and supervision in the sphere of prevention and counteraction of legalization (washing) of income gained in the criminal way to financing of terrorism and financing of distribution of weapons of mass destruction the Board of the National Bank of Ukraine DECIDES:

1. Non-bank organization - the subject of primary financial monitoring on which the National Bank of Ukraine exercises state regulation and the supervision in the sphere of prevention and counteraction of legalization (washing) of income gained in the criminal way, to financing of terrorism and financing of distribution of weapon of mass destruction / subject determined in the regulatory legal act of the National Bank of Ukraine which establishes procedure for ensuring realization and monitoring of efficiency of personal special economic and other rationing measures (sanctions) (further - non-bank organization), bank submit to the National Bank of Ukraine the reporting under questions of prevention and counteraction of legalization (washing) of income gained in the criminal way, to financing of terrorism and financing of distribution of weapons of mass destruction and also realization and monitoring of efficiency of personal special economic and other rationing measures (sanctions) (further - the reporting under questions of financial monitoring), determined in appendix 1 to this resolution.

2. To bank, non-bank organization:

1) in case of creation, signing and submission of the reporting under questions of financial monitoring to the National Bank of Ukraine to be guided by requirements of Rules of the organization of the statistical reporting which moves in the National Bank of Ukraine approved by the resolution of Board of the National Bank of Ukraine of November 13, 2018 No. 120 (with changes) (further - Rules No. 120) if other is not provided by requirements of this resolution;

2) to create indicators of the reporting under questions of financial monitoring according to the requirements determined in appendix 2 to this resolution with use of reference books of appendix 3 to this resolution and taking into account information placed on the page of official Internet representative office of the National Bank of Ukraine in the Section "Statistics/organization of the Statistical Reporting / Register of Indicators of the Statistical Reporting".

3. The National Bank of Ukraine performs verification of the reporting under questions of financial monitoring according to requirements of the Section VI of Rules No. 120.

4. The reporting under questions of financial monitoring moves:

1) with monthly frequency - from reporting date on September 1, 2020 (for August, 2020);

2) with quarter frequency - from reporting date on October 1, 2020 (for III quarter 2020);

3) for the file 2HX "Information on Questions of Risk Management in the Sphere of Financial Monitoring" (further - the file 2HX):

bank - from reporting date on January 1, 2021;

non-bank organization - from reporting date on October 1, 2020 (from April 1 till September 30 of the current year).

5. Establish the test period for submission of files with reporting indicators:

1) with monthly frequency of representation - three accounting periods;

2) with quarter frequency of representation - two accounting periods;

3) for the file 2HX for non-bank organization - one accounting period.

6. To department of statistics and reporting (Yury Polovnev) to inform banks of Ukraine, non-bank organizations information on adoption of this resolution.

7. To impose control over the implementation of this resolution on the vice-chairman of the National Bank of Ukraine Dmitry Sologub.

8. The resolution becomes effective from the date of, its official publication following behind day.
