About measures for the organization of activities of Service of sanitary and epidemiologic wellbeing and public health of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of July 25, 2020 No. UP-6035 "About Measures for Mitigation of Koronavirusny Pandemic, Cardinal Enhancement of System of Sanitary and Epidemiologic Wellbeing and Public Health Care":

1. Determine the main objectives and activities of Service of sanitary and epidemiologic wellbeing and public health of the Republic of Uzbekistan (further - Sanitary and epidemiologic service):

identification and assessment of potential risks in the sanitary and epidemiologic sphere, carrying out epidemiological monitoring and realization of complex of anti-epidemic actions in the natural centers of infectious diseases in the territory of the republic;

organization of activities of sanitary and hygienic laboratory, laboratories of radiation hygiene, physical factors, bacteriology, virology, parasitology and diagnosis of especially dangerous diseases;

development and deployment in practice of new forms and methods of management, system monitoring and the analysis of the dangerous factors influencing health of the person;

effective realization of state policy in the field of public health, prevention of diseases and sanitary and epidemiologic wellbeing of the population, coordination of activities of state bodies and organizations in this direction;

carrying out basic and scientific and practical researches in the field of public health, prevention of diseases and sanitary and epidemiologic wellbeing of the population, coordination of scientific research in this direction, preparation, retraining and advanced training of specialists of the sphere;

coordination of activities and interaction with the state and economic organizations of management in the field of food security, control of activities for production, transportation, storage and realization of food raw materials and products of consumption in accordance with the established procedure;

rendering the corresponding state and other services, appointment and conducting special examination regarding observance of the mandatory requirements imposed to safety of products, works, services;

development and ensuring realization of package of measures for forming of healthy lifestyle, to increase in medical culture and medical prevention of the population;

implementation of methodical management behind maintaining, collection and the analysis of the state and departmental medical statistics, conducting necessary checks and polls for identification of the factors which are negatively influencing health of the population;

implementation of the state health control of observance by business entities of health regulations, regulations and hygienic standard rates, and also application of the measures established by the legislation in case of identification of violations of the law.

2. Determine that the Sanitary and epidemiologic service and the organizations of its system in case of realization of the tasks assigned to them have the rights:

applications of enforcement powers of medical nature in the form of treatment or content in quarantine in the presence of the corresponding medical bases concerning person who made in the conditions of origin and distribution quarantine and other infections, dangerous to the person, the offense connected with abuse of regulations of fight against epidemics;

realization of the medical and sanitary measures directed to the prevention of spread of infectious and parasitic diseases, providing special procedure for economic and other activity, restriction of movement of the population, vehicles, loads and (or) goods;

conducting checks on objects, irrespective of pattern of ownership, in case of real threat of spread of infectious diseases, and also the catastrophic crashes of technogenic or natural nature posing serious threat for life and health of the person;

the directions of submissions to relevant organs and the organizations for the solution of question of suspension, the termination and cancellation of licenses and allowing documents in case of identification of the facts of violation of health regulations, regulations and hygienic standard rates;

introduction of instructions, obligatory for execution, to legal entities and physical persons for elimination of the offenses revealed on objects of control with establishment of proportional completion date, but no more than sixty days;

conducting checks of activities of subjects of entrepreneurship according to the procedure of the notification of authorized body by registration in the Single system of electronic registration of checks no more than ten days using laboratory and tool method and attraction to check of employees of laboratory as non-paid experts or specialists;

conducting checks of activities of subjects of entrepreneurship in case of the emergence of real threat of emergency situation, epidemic, other danger to life and health of the population, registration of mass poisonings and group diseases (the message of medical institutions, the appeal of physical persons and legal entities, other cases) according to the procedure established by the legislation;

additional employees engagement to activities of Sanitary and epidemiologic service by extrabudgetary funds on contractual basis.

3. Approve:

organizational structure of Service of sanitary and epidemiologic wellbeing and public health according to appendix No. 1;
