According to the subitem 8 of Item 13 of the Section I of the Law of Ukraine of October 17, 2019 No. 199-IX "About modification of some legal acts of Ukraine concerning enhancement of procedure for provision of administrative services in the field of construction and creation of Single state electronic system in the field of construction" and for the purpose of improvement of quality of provision of administrative, other services in the field of construction, during their provision, ensuring publicity of provision of such services Cabinet of Ministers of Ukraine decides decrease in corruption risks:

1. Agree with the offer of the Ministry of digital transformation and the Ministry of development of communities and the territories on realization during the period from July 6 to November 30, 2020 of the pilot project on implementation of the first priority of Single state electronic system in the field of construction (further - the pilot project).

2. Approve such which are applied:

Procedure for carrying out the pilot project on implementation of the first priority of Single state electronic system in the field of construction;

Procedure for maintaining the first priority of Single state electronic system in the field of construction in case of implementation of the pilot project.

3. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

4. To provide to the ministry of development of communities and territories:

1) filling of the first priority of Single state electronic system in the field of construction information about:

bodies of the state architectural construction supervision and supervision - till July 6, 2020;

authorized bodies of town planning and architecture - till July 10, 2020;

executives in charge of separate work types (services) connected with creation of objects of architecture - till July 10, 2020;

consideration of addresses concerning approval of reasonable variations from construction regulations - till July 10, 2020;

subjects of managing which obtained licenses for implementation of economic activity on construction of facilities which on class of effects (responsibility) belong to objects with averages (CC 2) and considerable (CC 3) effects, - till July 15, 2020;

the expert organizations which are carrying out expertize of the project documentation on construction of facilities - till July 15, 2020;

self-regulatory organizations in the field of architectural activities and delegation of powers by it on holding professional certification of executives in charge of separate work types (services) connected with creation of objects of architecture - till July 15, 2020;

2) carrying out till July 20, 2020 primary check of authenticity of executives in charge of separate work types (services) connected with creation of objects of architecture in case of registration in electronic offices with involvement of self-regulatory organizations in the field of architectural activities, certification bodies of personnel;

3) publication on the portal of the first priority of Single state electronic system in the field of construction of data on the beginning of use of the first priority of Single state electronic system in the field of construction local government bodies, contractors of separate work types (services) connected with creation of objects of architecture, and subjects of managing.

5. To provide to the Ministry of Justice and the Ministry of development of communities and territories:

1) till July 6, 2020 - filling of the first priority of Single state electronic system in the field of construction information containing in dictionaries of the State register of the corporeal rights to real estate by transfer to the Ministry of development of communities and the territories of information: types of real estate units; types of other corporeal rights to real estate other than the property right; the documents confirming the fact of origin, transition, termination of the rights to real estate; patterns of ownership; the referred to as objects; streets of settlements and the street of the referred to as objects included in the State register of the corporeal rights to real estate;

2) till July 30, 2020 - electronic information exchange between the state electronic information resources of the Ministry of Justice and the first priority of Single state electronic system in the field of construction for updating of information containing in the dictionary of streets of settlements and streets of the referred to as subjects of the State register of the corporeal rights to real estate and regular receipt of information on changes which are made to the dictionary.

6. To the Ministry of Culture and information policy and to the Ministry of development of communities and territories to provide filling till July 15, 2020 to the first priority of Single state electronic system in the field of construction with information containing in the State register of immovable monuments of Ukraine.

7. And information policy to provide to the Ministry of Culture:

till July 15, 2020 - representation to the Ministry of development of communities and the territories of data (surname, own name, middle name (in the presence), registration number of accounting card of the taxpayer or series (in the presence) and passport number of the citizen of Ukraine (for physical persons which because of the religious beliefs refuse adoption of registration number of accounting card of the taxpayer and reported about it to the relevant monitoring body and have mark in the passport of the citizen of Ukraine), certificate number) about persons who need to provide access to the first priority of Single state electronic system in the field of construction for the purpose of updating of information on motionless sights of Ukraine which is entered in the State register of immovable monuments of Ukraine;

Public service concerning work and to the Ministry of development of communities and territories to provide filling till July 15, 2020 to the first priority of Single state electronic system in the field of construction with information containing in the State register of objects of the increased danger.
