About enhancement of management system in the field of production and regulation of turnover of alcoholic and tobacco products

For the purpose of acceleration of development of wine-making industry, implementation of modern management system to the sphere of production and realization of alcoholic and tobacco products, growth in volumes of production and export, and also suppression of illicit trafficking in alcoholic products in the republic:

1. Form:

Fund of development of winemaking without the status of the legal entity based on Fund of support of wine-growers and wine makers of the Agency on development of wine growing and winemaking under the Ministry of Agriculture of the Republic of Uzbekistan and Off-budget fund of Inspectorate for regulation of the alcoholic and tobacco market under the Ministry of Finance of the Republic of Uzbekistan.

development and implementation of the comprehensive target programs directed to expansion of vineyards of such grades of grapes as table and sultana grape, and also the accelerated wine growing development;

rendering assistance and support in complex upgrade of the vinogradarsky companies, increase in their export potential;

rendering assistance in training of highly qualified specialists in the field of wine growing by the organization of cooperation with foreign and domestic educational institutions, research institutions and the leading producers of this sphere;

maintaining together with the State committee of the Republic of Uzbekistan on land resources, geodesy, cartography and the state inventory of the electronic register of vineyards.

5. Determine that allocation of subsidies for creation of new vineyards in the amount of, established by the legislation, is made by fund of development of gardening and greenhouse facility of the Agency on development of gardening and greenhouse facility for the purpose of:

implementations of technology of drop irrigation on vineyards of such grades of grapes, as table and sultana grape;

holding irrigational actions in vineyards of such grades of grapes, as table and sultana grape, including on water supply, construction of artesian wells and reservoirs, laying of pipes, construction of pumping points for water supply, to acquisition of reservoirs for water storage.

To the Ministry of Finance provide, since August 1, 2020, allocation to Fund of development of gardening and greenhouse facility of the Agency on development of gardening and greenhouse facility of the corresponding part of the subsidies provided for allocation to Fund of support of wine-growers and wine makers in 2020 from the republican budget of the Republic of Uzbekistan.

8. To the state committee of the Republic of Uzbekistan on tourism development (A. A. Abdukhakimov) for the purpose of involvement of tourists on the companies for production of alcoholic products to organize inclusion of tasting zones of the this companies in route programs of tour operators.

Determine that since July 1, 2021 transportation of food and technical ethyl alcohol is performed on the vehicles equipped with automatic watch system in real time (GPS) since January 1, 2022 - the electronic meter integrated with information system of accounting of production volume and turnover of food and technical ethyl alcohol, alcoholic and tobacco products, and also the unified register of vineyards.

11. To the Antimonopoly Committee of the Republic of Uzbekistan in two-month time to develop and introduce the relevant bill providing advertizing of domestic sparkling and natural wines to the Cabinet of Ministers:

in hotels, in internal part of trade floors of trade enterprises and public catering, and also in places of demonstration and tasting of products;

on official websites of trade enterprises and manufacturing companies with obligatory specifying of age classification of information product;

in means of rail and air transport;

in mass media from 23:00 till 07:00 local time.

12. Make changes and additions to some acts of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix.

13. Declare invalid the resolution of the President of the Republic of Uzbekistan of February 5, 2019 No. PP-4162 "About the organization of activities of Inspectorate for regulation of the alcoholic and tobacco market under the Ministry of Finance of the Republic of Uzbekistan".

14. To the agency together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this Decree.

15. To impose control of execution of this Decree on the deputy prime minister of the Republic of Uzbekistan U. I. Barnoyev.
