About assignment for equipment procurement for receptions of basic healthcare institutions in hospital districts

The Cabinet of Ministers of Ukraine decides:

1. Allocate to the Ministry of Health 2302620 thousand hryvnias from fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences for equipment procurement for receptions of basic healthcare institutions in hospital districts on irretrievable basis (development expenses).

2. Approve the Procedure for use of the funds allocated for equipment procurement for receptions of basic healthcare institutions in hospital districts which is applied.

3. Determine that requirements of Item 9 of the Procedure for creation, considerations, the approval and the main requirements to accomplishment of estimates of budgetary institutions approved by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2002 No. 228 (The Official Bulletin of Ukraine, 2002, No. 9, Art. 414), concerning criteria of determination of the receiver of budgetary funds are not applied in case of determination of the receiver of budgetary funds according to the "Acquisition of the Equipment for Receptions of Basic Healthcare Institutions in Hospital Districts at the expense of the Funds Allocated from Fund of Fight against Sharp Respiratory Disease of COVID-19, of SARS-CoV-2, Caused by Coronavirus and Its Consequences" program.

4. Provide:

To the Ministry of Health - coordination of allocation of budgetary funds, the stipulated in Item 1 this resolution, with Committee of the Verkhovna Rada of Ukraine concerning the budget;

To the Ministry of Finance - after the specified coordination opening of the new budget program and entering of corresponding changes into list of the government budget.

Procedure for use of the funds allocated for equipment procurement for receptions of basic healthcare institutions in hospital districts

1. This Procedure determines the mechanism of use of means of the government budget by the "Acquisition of the Equipment for Receptions of Basic Healthcare Institutions in Hospital Districts at the expense of the Funds Allocated from Fund of Fight against Sharp Respiratory Disease of COVID-19, of SARS-CoV-2, Caused by Coronavirus and Its Consequences" program (further - budgetary funds).

2. The main manager of budgetary funds and the executive in charge of the budget program is the Ministry of Health.

Receiver of budgetary funds is the state company "Medical Purchases of Ukraine" which belongs to the sphere of management of the Ministry of Health.

3. Budgetary funds are allocated for equipment procurement, necessary for receptions of basic healthcare institutions in hospital districts, according to the list according to appendix.

4. Order of interaction between the Ministry of Health as the main manager of budgetary funds and the receiver of budgetary funds, medico-technical requirements to goods and services which are purchase subject affirm the order of the ministry in accordance with the established procedure.

5. The Ministry of Health performs distribution of the equipment between structural divisions concerning health care of the Regional State Administrations for providing receptions of basic healthcare institutions in hospital districts according to the requests constituted by the specified structural divisions.

6. Basic healthcare institutions in hospital districts which are provided with the equipment are determined by the Ministry of Health according to the list of basic healthcare institutions in hospital districts for the period till 2023 approved by the order of the Cabinet of Ministers of Ukraine of January 15, 2020 No. 23 (The Official Bulletin of Ukraine, 2020, No. 10, the Art. 411).

7. Equipment procurement is conducted through budgetary funds in the procedure established by the law.

Advance payment is made taking into account provisions of the budget legislation.

8. The Ministry of Health provides use of budgetary funds, without allowing accounts payable availability for the 30th day from the date of cancellation of action of the quarantine established by the Cabinet of Ministers of Ukraine for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus.

9. Reflection in primary both financial accounting of information on carrying out the transactions connected with use of budgetary funds, and the received (created) assets is performed in the procedure established by the legislation.

10. Creation and submission of financial and budget reports about accomplishment of the budget program and use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.

11. The Ministry of Health submits monthly to the 5th to Committee of the Verkhovna Rada of Ukraine concerning the budget and to the Ministry of Finance information on use of budgetary funds.
