1. Approve Regulations on subsidizing of the amounts of fees of compulsory national social insurance in fixed amount for the physical persons specified in line items 1.7 and 1.8 appendices 1 to the Law No. 489/1999 on the state system of social insurance, for the period suspensions of operations according to resolutions of the National extraordinary commission of public health and/or orders of the Commission on emergency situations of RM according to appendix No. 1 to this order.
2. This order becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

to the Order of the Ministry of Finance of the Republic of Moldova of July 13, 2020 No. 86
1. This Provision establishes the procedure of subsidizing of the amounts of fees of compulsory national social insurance in fixed amount for the physical persons specified in line items 1.7 and 1.8 appendices 1 to the Law No. 489/1999 on the state system of social insurance, for the period suspensions of operations according to resolutions of the National extraordinary commission of public health and/or orders of the Commission on emergency situations of RM (further - the Provision).
2. Beneficiaries of subsidizing of the amounts of fees of compulsory national social insurance in fixed amount, are the physical persons corresponding to the categories of payers specified in line items 1.7 and 1.8 appendices 1 to the Law No. 489/1999 on the state system of social insurance which paid insurance premiums to the budget of the national social insurance taking into account provisions of item 19 of the Order of the Commission on emergency situations of the Republic of Moldova No. 6 of March 26 2020, listed below:
a) founders of sole proprietor companies (individual entrepreneur / peasant farm);
b) the physical persons performing independent activities in the field of retail trade, except for excise goods;
c) the physical persons performing activities in the field of purchases of products of crop production and/or gardening and/or objects of flora;
d) owners of entrepreneurial patents;
e) the authorized managing directors who registered one of forms of activities of the managing director according to the law.
3. If during emergency state / emergency state in the field of health care, owners of entrepreneurial patents performed activities, the subsidy is not provided.
4. The amount, possible to subsidizing, the amount of fees of compulsory national social insurance paid in fixed amount for the period of suspension of operations according to resolutions of the National extraordinary commission of public health and/or orders of the Commission on emergency situations of the Republic of Moldova during action of extraordinary provision / emergency state in the field of health care is.
5. Subsidizing of the amounts of fees of compulsory social insurance in fixed amount is performed from means of the government budget according to the application of the subject of subsidizing submitted till November 30, 2020.
6. The statement shall contain information on the period of suspension of operations and procedure for subsidizing declared under own responsibility by the subject of subsidizing.
7. The subject of subsidizing requests subsidizing of the amounts of the fees of compulsory social insurance in fixed amount paid for the period suspensions of operations according to resolutions of the National extraordinary commission of public health and/or orders of the Commission on emergency situations of the Republic of Moldova.
8. For the subjects specified lit.d) the item 2, performing the activities corresponding to line items 1.1; 1.2; 2.8; 2.9; 2.10 appendices No. 2, the period of suspension of operations is determined according to the terms specified in columns 2 and 3, depending on the place of implementation of activities. In case of the types of activity corresponding to line items 2.9 and 2. 10, performed in others, than the markets and shopping centers places, are applied provisions of item 9.
9. For the subjects specified in lit.d) the item 2, performing activities other than the activities specified in the item 8, the period of suspension of operations match the announced period of emergency state if before the expiration of 30-day term from the date of cancellation of emergency state, they submitted to the State Tax Administration the application for suspension of operations according to item 8 of the Order of the Commission on emergency situations of the Republic of Moldova No. 15 of April 10, 2020.
10. For the subjects performing activities in rooms (places) for which according to resolutions of the National extraordinary commission of public health and/or orders of the Commission on emergency situations of the Republic of Moldova, except for specified in litas. d) activities were suspended by the item 2, the subsidy is paid for the period in which activities of the corresponding objects (places) were suspended.
11. The request for receipt of subsidy is performed by filing of application about subsidizing of the amounts of the fees of compulsory national social insurance in fixed amount corresponding to the period of suspension of operations according to resolutions of the National extraordinary commission of public health and/or orders of the Commission on emergency situations of the Republic of Moldova (further - the Statement), according to the sample established in appendix No. 1 to the Provision. The application signed manually is submitted on paper in management of tax servicing of the State Tax Administration in the place of servicing of the taxpayer.
