About the Program of food security of the Republic of Tajikistan for 2020 - 2024

1. Approve the Program of food security of the Republic of Tajikistan for 2020 - 2024 it (is applied).
2. Accomplishment of the Program of food security of the Republic of Tajikistan for 2020 - 2024 to perform within the means provided in the government budget and also due to investment attraction (grants) domestic and foreign the organization and other sources which are not forbidden by the legislation.
3. To the Ministries of Agriculture, economic development and trade and finance of the Republic of Tajikistan and to the State committee on investments and management of state-owned property of the Republic of Tajikistan, for the purpose of accomplishment of the specified Program to take necessary measures for attraction of domestic and foreign investments.
4. To provide to the Ministry of Agriculture of the Republic of Tajikistan together with the relevant ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas effective implementation of the specified Program and annually till March 1 to provide information on the course of its accomplishment to the Government of the Republic of Tajikistan.

1. The program of food security of the Republic of Tajikistan for 2020 - 2024 (further - the Program) taking into account tasks and priorities of the National strategy of development for the Republic of Tajikistan to the period till 2030 is also developed for the purpose of achievement of one of strategic objective of the republic - ensuring food security of the country on the basis of studying, assessment and the problem resolution on providing criterion of food security in the conditions of globalization of the economic relations on the basis of sustainable development of agricultural industry.
2. Ensuring food security of the Republic of Tajikistan is one of the main directions of economic safety, factor of preserving statehood and independence, important system of providing the population with food and population policy, health care, ensuring physical activity, longevity and worthy life of the population. Ensuring food security plays important role in the solution of economic and social problems of the state and consideration of this question shall be not only at the international level, but also at the national, regional, family and individual levels.
3. Importance of the matter first of all that in structure of needs of the person providing with food is on the first place. The list of food and its quantity in consumer goods basket of each state depends on agroclimatic features, providing industry with the modern equipment and technology and culture of consumption of food. In ensuring food security of the state, effective use of arable lands of public and Dehkan (farmer) farms and personal plots of households is important.
4. Level of consumption of food determines extent of economic development of each state in general. The Republic of Tajikistan, considering tendency of forming and functioning of the world food market, adjusts interstate dialogue and develops the relations with foreign states concerning food security on the basis of the Concept of foreign policy of the Republic of Tajikistan.
5. The basic principles of development of this Program are:
- continuity, comprehensive and systematic decision;
- development of cooperation of internal and regional integration;
- sustainable development of regions of the republic;
- social awareness and responsibility;
- realization of mechanisms of public-private partnership;
- use of competitive priorities and climatic resources of the republic.
6. Food security includes availability of sufficient, safe nutritious products, physical and economic access of all segments of the population to necessary and high-quality products, independence of the state in ensuring food security, use of opportunities for decrease in influence of seasonality of production and climate change on agricultural production.
7. The purpose of this Program is sufficient providing the population and processing enterprises with safe and nutritious agricultural products due to own production.
8. Tasks of this Program:
- sustainable development of national production of agricultural products for ensuring food security of the republic;
- rational use of agricultural resources and ensuring their efficiency;
- quality assurance and safety of agricultural products;
