THE AGREEMENT BETWEEN THE MINISTRY OF INFORMATION OF THE REPUBLIC OF BELARUS AND THE AGENCY OF INFORMATION AND MASS COMMUNICATIONS UNDER ADMINISTRATION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

About cooperation in the field of mass media, publishing and printing activities

The ministry of information of the Republic of Belarus and the Agency of information and mass communications under Administration of the President of the Republic of Uzbekistan which further are referred to as "Party"

recognizing important role of mass media in strengthening of friendship and mutual understanding between the people of two countries,

being guided by the aspiration to develop and deepen mutually beneficial cooperation in the field of mass media, publishing, printing activities,

intending to make contribution to further development of friendly cooperation and interaction between two countries,

agreed as follows:

Article 1

The parties will encourage bonds and mutual visits between news agencies of two countries, and also to exchange experience in the field of regulation and development planning of mass media.

Article 2

The parties will encourage exchange and cooperation between the mass media, the organizations performing publishing and printing activities including the edition in accordance with the established procedure on custom basis of different literature, the direction for preparation of information materials on urgent subject of journalists, film crews, specialists of the publishing and printing sphere to whom assistance of the Parties within their competence will be rendered, in case of need. Specific forms and conditions of such cooperation will be determined by directly his participants.

Article 3

The parties within the competence will create favorable conditions for activities of mass media, the organizations performing publishing and printing activities, the states of one Party, and also their representations, branches and correspondent offices in the territory of the state of other Party. Specific forms and conditions of such cooperation will be determined by directly his participants.

Article 4

The parties will help cooperation in the field of research activities for the questions connected with subject of this agreement and also in training of specialists in the field of mass media, seal, publishing and printing activities.

Article 5

The parties will encourage carrying out tenders, seminars, trade fairs and symposiums with participation of representatives of mass media, employees of the organizations performing publishing and printing activities of both countries, and also mutual participation in the international book exhibitions and fairs which will be held in the territory of the states of the Parties.

Article 6

The parties will render assistance in information maintenance of events of cultural nature which will be held in the territory of the states of the Parties, and also broad promotion of traditions of reading books, support and development of activities for the edition and distribution of books for the purpose of expansion of cultural and information exchange between two countries.

Article 7

The parties will encourage serial and equivalent exchange of delegations of the Parties, including for participation in the international conferences, "round tables", forums and other actions organized by the Parties. At the same time all expenses on sending, including transportation expenses to the destination in the territory of the state of the host party and the expenses connected with stay of delegation in the state of the host party including internal moving, are born by the sending party if the agreement on other is not reached. The route of stay is approved by the Parties taking into account offers of the sending party.

Article 8

The parties will provide distribution in mass media of both countries of the objective information about the Parties implemented in the states reforms in all spheres of life of society, including by regular preparation of reportings in the state TV and broadcasting mass media and the publication of information provided by the Parties on both countries.

Article 9

The parties create conditions for ensuring sale of books and promoting book (popular scientific, art) to products of the Republic of Belarus in the Republic of Uzbekistan, and also book products of the Republic of Uzbekistan in the Republic of Belarus, by the organization of book fairs exhibitions, sales in the operating bookstores and opening of new specialized book complexes, and also the organizations of meetings of readers with modern famous writers, poets and translators. Exchange of masterpieces and classics of national literature, adjustment of cooperation between writers and translators of two countries, the organization of decades of culture and literature of both Parties.

Article 10

The parties initiate preparation and the publication on mutual basis of the book album about stories of diplomatic, social and cultural relations between the states of the Parties, other books as agreed by the parties according to the national legal system of the states of the Parties.

Article 11

The parties will realize joint programs for acquaintance of staff of the Ministry of information of the Republic of Belarus with activities of the Agency of information and mass communications under Administration of the President of the Republic of Uzbekistan, and also on acquaintance of staff of the Agency of information and mass communications under Administration of the President of the Republic of Uzbekistan with activities of the Ministry of information of the Republic of Belarus during which studying of practice of regulation of the sphere of mass media will be performed.

Article 12

The disputes arising in connection with application or interpretation of this agreement are solved by consultations and negotiations between the Parties.

Article 13

Provisions of this agreement do not affect the right and the obligation of the Parties according to other international treaties which participants are their states, and are implemented according to regulations of the national legal system of the states of the Parties.

Article 14

By mutual consent of the Parties changes and additions which are drawn up by separate protocols can be made to this agreement and are its integral part.

Article 15

This agreement becomes effective from the date of its signing and is effective within five years. Action of this agreement is automatically prolonged for the subsequent five-year periods if any of the Parties does not notify in writing other Party at least in 6 months prior to the expiration of initial or any subsequent period of its action on intention to terminate this agreement.
