Features of the organization of delivery of health care in case of threat of spread of the diseases constituting danger to people around

1. This document determines features of the organization of delivery of health care in case of threat of spread of the diseases included in the list of diseases, constituting danger to people around, No. 715 approved by the order of the Government of the Russian Federation of December 1, 2004 "About approval of the list of socially important diseases and the list of the diseases constituting danger to people around" (further - disease).

2. Medical care is provided to patients in case of threat of spread of diseases according to the temporary procedure for delivery of health care approved by the Ministry of Health of the Russian Federation including including the minimum requirements to implementation of the medical activities directed to prevention, diagnostics and treatment of disease. Control of observance of the minimum requirements to implementation of the medical activities directed to prevention, diagnostics and treatment of disease is performed by the Federal Service on supervision in health sector when implementing the state quality control and safety of medical activities.

3. Medical care is provided to patients in case of threat of spread of diseases on the basis of the clinical recommendations developed on diseases and approved by medical professional non-profit organizations. In case of lack of clinical recommendations medical care is provided to patients on the basis of the temporary methodical recommendations approved by the Ministry of Health of the Russian Federation containing information on questions of prevention, diagnostics, treatment and rehabilitation in case of disease.

4. Medical care in case of threat of spread of diseases in cases of development of adverse epidemic situation can be provided in stationary conditions in the reprofiled or in addition created structural divisions of medical and other organizations. The standard rate of calculation of necessary bed fund affirms the Ministry of Health of the Russian Federation.

5. In need of implementation of the medical activities directed to prevention, diagnostics and treatment of disease for the address which is not specified in the license for implementation of medical activities, renewal of the license is performed by the licensing body after conducting unscheduled exit inspection of compliance of the licensee to the minimum requirements to implementation of the medical activities directed to prevention, diagnostics and treatment of disease specified in Item 2 of this resolution.

6. Experts of quality of medical care in the specialties provided by the certificates of the specialist which are available for them which validity in connection with threat of spread of new koronavirusny infection is extended by the Ministry of Health of the Russian Federation for 12 months according to the order of the Government of the Russian Federation of April 3, 2020 No. 440 "About prolongation of action of permissions and other features concerning allowing activities in 2020" can be involved in conducting examination of quality of the medical care provided according to the legislation on compulsory medical insurance.

7. Health workers regardless of specialty and the pharmaceutical workers who were trained according to the appropriate short-term additional professional programs can be involved in delivery of health care in case of the disease according to the procedure approved by the Ministry of Health of the Russian Federation.
