About additional measures for enhancement of the mechanism of realization of natural gas and electrical energy

For the purpose of further enhancement of the mechanism of realization of natural gas and electrical energy to the population and subjects of entrepreneurship, and also ensuring completeness and timeliness of payments for their consumption in full:

1. Agree with offers of the Department of Energy, the Ministry of Economic Development and reducing poverty, the Ministry of Finance and Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan (further - Bureau)

a) implementation since July 1, 2020 of the mechanism providing:

assignment on JSC Uztransgaz of function on realization under direct agreements of natural gas of JSC Hududgaztajminot and the consumers connected to the pipeline gas-transport system;

acquisition of JSC Hududgaztajminot according to the purchase and sale agreement of natural gas at JSC Uztransgaz - by delivery through the pipeline gas-transport system, and also at producers of natural gas - by delivery directly to gas distribution networks, on the rates approved by the Interdepartmental tariff commission under the Cabinet of Ministers of the Republic of Uzbekistan for the purpose of further realization to the intra republican consumers connected to gas distribution networks including the population;

b) step-by-step transfer till December 31, 2021 of the consumers of natural gas connected to the pipeline gas-transport system of JSC Uztransgaz (except for the large strategic enterprises), on gas distribution networks of JSC Hududgaztajminot with renewal of delivery agreements of natural gas;

c) to transfer since August 1, 2020 of the following tasks and powers of Bureau:

To Department of Energy of the Republic of Uzbekistan - the organizations and carrying out monitoring of processes of implementation of the modern automated control systems and accounting of consumption of electrical energy and natural gas, and also alternative energy sources;

according to the territorial companies of JSC Regionalnye elektricheskiye seti and the regional gas supplying organizations of JSC Hududgaztajminot - ensuring completeness and timeliness of payments, reducings debt of consumers, and also sales accounting and consumption of electrical energy and natural gas;

according to the territorial companies of JSC Regionalnye elektricheskiye seti and the regional gas supplying organizations of JSC Hududgaztajminot and the relevant law enforcement agencies within their powers - identifications, suppression and the prevention of the facts of plunders, illegal connection to power and gas distribution networks;

according to the Department of Energy of the Republic of Uzbekistan, JSC Regionalnye elektricheskiye seti and JSC Hududgaztajminot - taking measures to increase in legal culture and responsibility of consumers for careful attitude and rational use of electrical energy and natural gas;

To Department of Energy of the Republic of Uzbekistan - maintaining the complex analysis, identification of system problems, development of offers on enhancement of system of ensuring calculations for energy resources.

2. To provide to agency on management of the state assets of the Republic of Uzbekistan in accordance with the established procedure accession to JSC Hududgaztajminot of its regional gas supplying organizations with further education on their base of branches.

3. To provide to Department of Energy of the Republic of Uzbekistan together with JSC Uztransgaz and JSC Hududgaztajminot:

renewal with JSC Uztransgaz on JSC Hududgaztajminot of the formed receivables and payables for the natural gas delivered on the domestic market (except for the consumers connected to the pipeline gas-transport system) as of July 1, 2020;

implementation until the end of 2021 of the automated control system and accounting of natural gas for all categories of consumers;
