1. Determine that in 2020 direction case on use of the withdrawn or confiscated ethyl alcohol and alcohol-containing products (with content of ethyl alcohol at least 75 percent of amount of finished goods) specified in subitems 1 - 3, the 8 and 9 Item 1 of article 25 of the Federal law "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products and about Restriction of Consumption (Drinking) of Alcoholic Products" and (or) been subject of administrative offense (further - products), is need of their use as disinfectants for fight against spread of new koronavirusny infection.

2. Approve the enclosed Rules of the direction in 2020 of the withdrawn or confiscated ethyl alcohol and alcohol-containing products on use as disinfectants for fight against spread of new koronavirusny infection.

4. Recommend to executive bodies of subjects of the Russian Federation to provide submission to Federal Service for Alcohol Market Regulation and Federal Service for the Oversight of Consumer Protection and Welfare of information on the needs for the direction on use of products.

5. Realization of the powers provided by this resolution is performed by the interested federal executive bodies within the number of workers of these federal executive bodies, and also budgetary appropriations provided to these federal executive bodies in the federal budget on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

The organization performing storage of products according to Rules of export and storage out of the place of withdrawal of the withdrawn ethyl alcohol, alcoholic and alcohol-containing products specified in subitems 1 - the 3 and 8 Item 1 of article 25 of the Federal law "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products and about Restriction of Consumption (Drinking) of Alcoholic Products", and also raw materials, semifinished products, in, transport, consumer pack (packaging), labels, means of packing of consumer pack used for the production of ethyl alcohol, alcoholic and alcohol-containing products, federal special brands and excise stamps (including counterfeit) for marking of alcoholic products specified in the subitem 4 of Item 1 of article 25 of the Federal Law approved by the order of the Government of the Russian Federation of September 28, 2015 No. 1027 "About implementation of measures for suppression illegal productions and (or) turnover of ethyl alcohol, alcoholic and alcohol-containing products" (further - the organization), sends to Federal Service for Alcohol Market Regulation and Federal Service for the Oversight of Consumer Protection and Welfare information on quantity (about amount), types of products and places of its storage.

3. Authorized bodies of the executive authority of subjects of the Russian Federation (further - authorized bodies) in case of need uses of products as disinfectants for fight against spread of new koronavirusny infection send to Federal Service for Alcohol Market Regulation the request with indication of necessary quantity (amount) and type of products (further - the request).

The obligation of the subject of the Russian Federation who received products, about submission to Federal Service for Alcohol Market Regulation of the report on use of the received products as disinfectants for fight against spread of new koronavirusny infection and about use of products according to the specified appointment is attached to the request.

4. Federal Service for Alcohol Market Regulation in coordination with Federal Service for the Oversight of Consumer Protection and Welfare within 10 working days from the date of receipt of the request taking into account the developing situation on spread of new koronavirusny infection:

a) brings to the organization the list of accredited laboratories in which the organization orders carrying out the physical and chemical analysis of tests of products with assessment of admissibility of use of products as disinfectants then sends results of carrying out such analysis to Federal Service for Alcohol Market Regulation and Federal Service for the Oversight of Consumer Protection and Welfare;

b) creates the list of products with its distribution on subjects of the Russian Federation which authorized bodies submitted requests, taking into account positive analysis results, this Item specified in the subitem "a" (further - the list). The list is created taking into account need of storage of product samples to the introduction in legal force of the resolution on the case of administrative offense or adoptions of the relevant decision by court;

c) sends the list to the organization.

5. The organization within 5 working days from the date of receipt of the list sends by any available method (the mailing, the telegram, the fax, the telephone message, the Internet) to authorized bodies of the notification of the readiness to transfer of products with indication of its quantity (amount), type of products and addresses of places of its storage.

6. Transfer of products to authorized bodies is performed by the organization on a grant basis in places of its storage and drawn up by the delivery-acceptance certificate which is signed by the organization and authorized body in 3 copies on one for the organization, authorized body and Federal Service for Alcohol Market Regulation.
