About measures for project implementation "Acceptance of urgent measures for counteraction of koronavirusny infection of COVID-19 in Uzbekistan" with the assistance of the World Bank

For the purpose of the most complete scope of the population measures of the state social protection, and also expansion of opportunities of healthcare institutions and sanitary and epidemiologic service for timely identification and delivery of health care to persons who got sick with koronavirusny infection:

1. Take into consideration that:

The World Bank approves allocation of borrowed funds on project implementation "Acceptance of urgent measures for counteraction of koronavirusny infection of COVID-19 in Uzbekistan" (further - the Project) for the total amount of 95 million US dollars for the term of 30 years, including five-year grace period;

project objectives are strengthening of health care system for acceptance of urgent measures for counteraction of koronavirusny infection in Uzbekistan, expansion of system of provision of provisional allowances to needy families and the unemployed during action of quarantine measures;

goods (services) imported according to the legislation of the Republic of Uzbekistan in accordance with the established procedure at the expense of loans of the international financial institutions and international loans of the government organizations are exempted from customs payments (except for charges for customs clearance), goods (services) acquired at their expense - from the value added tax;

within the project the contribution of the Republic of Uzbekistan constitutes in total 11, 75 million US dollars, including in the form of provision of privileges on tax and customs payments in the amount of 6, of 88 million US dollars and payments from the republican budget of the Republic of Uzbekistan during the investment period in the amount of 4, of 87 million US dollars.

2. Determine that:

conducting monitoring of effective use of the credit of International Development Association (further - MAR) is performed by the Secretariat concerning education, health care, culture, youth, spirituality and public organizations, supports waved also families of the Cabinet of Ministers of the Republic of Uzbekistan;

The Ministry of Health and the Ministry of Finance of the Republic of Uzbekistan are the responsible executive ministries for target use of the credit of MAR and effective project implementation;

"Enhancement of emergency medical service" is in addition allocated to project implementation team 1 established post, also for the Project in JSB Usak serving it separate settlement accounts are opened;

The state unitary enterprise "O" zmedimpeks" the Ministries of Health of the Republic of Uzbekistan is partner under the agreements signed within the Project;

the expenses connected with repayment of loan on the credit of MAR and also payments on commission and other expenses are compensated from the republican budget of the Republic of Uzbekistan.

3. Approve:

Parameters of the "Acceptance of Urgent Measures for Counteraction of Koronavirusny Infection of COVID-19 in Uzbekistan" project according to appendix No. 1;

The forecast repayment schedule, and also interest payment and the commissions on the loan allocated by the World Bank within project implementation "Acceptance of urgent measures for counteraction of koronavirusny infection of COVID-19 in Uzbekistan" according to appendix No. 2.

4. Authorize the Minister of Finance of the Republic of Uzbekistan to sign on behalf of the Republic of Uzbekistan the credit agreement with MAR.

5. To the Ministry of Health of the Republic of Uzbekistan:

in coordination with the Cabinet of Ministers in a month on the basis of the inventory count of products of medical appointment, medical equipment and the equipment which are available in medical institutions to approve the list of products of medical appointment, the medical equipment and equipment which are purchased within the Project for strengthening of material and technical resources of medical institutions;

to make expenses on services in purchase and delivery of goods delivered by means of the credit of MAR within the budgetary funds approved for the Ministry of Health of the Republic of Uzbekistan.

6. Confer the personal responsibility on heads of the responsible executive ministries, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent respectively for:

preparation of medical institutions for installation and installation of equipment, purchased within the Project;

creation of the conditions necessary for the Project implementation of actions;

ensuring target and address appointment, and also timely payment of social benefits within the Project.
