Chapter 1. General provisions

Article 1. Purpose of the Law on space activities

The purpose of the Law is economic, scientific, technology development of the Republic of Armenia in the field of space activities, safety strengthening, expansion of international cooperation of the Republic of Armenia.

Article 2. Subject of regulation of the Law

1. This Law governs the relations connected with the organization and implementation of space activities in the Republic of Armenia.

Article 3. Legal regulation of the relations in the field of space activities

1. The relations in the field of space activities are governed by the Constitution of the Republic of Armenia, this Law, international treaties of the Republic of Armenia and other regulatory legal acts.

Article 4. The basic concepts used in the Law

1. In this Law the following basic concepts are used:

1) space activities - production, repair, upgrade, alienation of space objects and (or) the equipment, implementation of researches and (or) testing with use of the space equipment, acceptance and processing of satellite data on remote sensing of the earth, start of space objects, management of them during landing time and flight, creation and operation of space infrastructures;

2) space object - each equipment which is in space or started in space, and its components;

3) the space equipment - the equipment starting space objects in space, and its components, the equipment provided for management of space objects in space and its components;

4) the operating person - the legal entity performing space activities;

5) space infrastructure - the interconnected constructions, structures and (or) objects which are used only for the purpose of ensuring space activities;

6) satellite data on remote sensing of the earth - meteorological data, data on remote survey, cartographic, agricultural data obtained from the space object which is in space. Satellite data on remote sensing of the earth do not include these bonds, telecommunications and radio navigation;

7) space - space is higher than 100 kilometers above sea level.

Article 5. Principles of space activities

1. The principles of implementation of space activities are:

1) assistance to maintenance of the international security and the world by use of achievements of space science and technology;

2) safety of space activities and environmental protection;

3) ensuring equal and mutually beneficial cooperation for Armenia in spheres of space activities;

4) ensuring the international responsibility of the Republic of Armenia in the field of space activities;

5) providing rational combination and the balanced development of the space equipment used in the scientific, social and economic purposes.

Chapter 2. State regulation of space activities

Article 6. Powers of the Government in the field of space activities

1. The government has the following powers in the field of space activities:

1) approves development programs and financings of the sphere of space activities;

2) approves procedures for use (operation), development, creation, lease of the space equipment and objects;

3) is established by order of registration of the space equipment and objects;

4) is established by procedure and conditions of licensing of space activities;

5) is established by procedure for use of the space equipment and the objects which are state-owned property, withdrawn from operation;

6) is established by procedure for investigation of incidents (including accidents) and the disasters registered in the course of implementation of space activities;

7) is established by procedure for approval of authorized body of alienation of space objects and (or) the equipment by the operating person to other operating person.

Article 7. Authorized body concerning space activities

1. Public administration of space activities is exercised by the state body authorized by the Government (further - authorized body). Authorized body

1) in the field of space activities:

and. develops and performs state policy;

. performs licensing of activities in the space sphere;

agrees in case of alienation of space objects and the equipment by the operating person to other operating person century;

provides cooperation of the interested bodies and the organizations;

provides works on creation of the space technology of scientific and social and economic appointment, and also work on creation of joint space programs with the interested bodies, the space equipment other bodies operating in the Republic of Armenia in the field of space activities;

e. provides implementation of international cooperation;

. provides implementation of works and actions for decrease in harmful effects of space activities on the environment;

2) performs other powers established by the law.

Article 8. Licensing of space activities

1. Space activities are performed on the basis of the license.

Article 9. Financing of space activities

1. Financing of space activities in the Republic of Armenia is performed at the expense of means of the government budget, and also other means which are not prohibited by the law.

Chapter 4. Space objects and equipment, space infrastructures

Article 10. Space objects and equipment

1. Space objects and the equipment are subject to obligatory registration and shall contain the specifying confirming accessory to the Republic of Armenia.

2. Behind the space objects registered in the Republic of Armenia, according to the procedure, established by the legislation of the Republic of Armenia, control in the course of finding of these objects on the earth, at any stage of flight in space or in the course of stay in space, in the course of their stay on celestial bodies, and also in the course of return to the earth and is exercised after that.

Article 11. Space infrastructures

1. Space infrastructures of the Republic of Armenia are:

1) spaceports;

2) starting complexes and launchers;

3) command and measuring complexes;

4) centers and control centers flights of space objects;

5) collection points, storages and information processing;

6) storage bases of the space equipment;

7) places of fall of the separated parts of space objects;

8) the territories (polygons) provided for landing of space objects and landing strips;

9) objects of experimental base for development of the space equipment;
