About additional measures for enhancement of activities of the Ministry of investments and foreign trade of the Republic of Uzbekistan

In the country large-scale work on improvement of the investment climate, increase in competitiveness of industries of economy and effective regulation of investing activities as basis for stimulation of investment attraction to the republic is carried out.

At the same time lack of developed investment projects taking into account the raw, infrastructure and labor capacity of regions and industries of economy interferes with process of active attraction of the foreign capital.

Effective implementation of investment projects requires involvement in productive activity empty and incomplete construction of facilities.

For the purpose of development of the perspective investment projects with calculations of payback offered for potential investors, increase in investment potential of the republic by stimulation of investment attraction to spheres, priority for the country, and industries of economy, and also increase in efficiency of activities of the Ministry of investments and foreign trade of the Republic of Uzbekistan:

1. Take into consideration that the Presidential decree of the Republic of Uzbekistan of January 14, 2019 No. UP-5630 "About Measures for Radical Enhancement of Management System State Assets, Anti-monopoly Regulation and Capital Market" of function of working body of the interdepartmental commissions on effective use of not used production facilities, and also development of investment projects ("road maps") on recovery of productive activity empty and incomplete are assigned by construction of facilities to the Ministry of investments and foreign trade of the Republic of Uzbekistan (further - the Ministry).

Allocate to the Ministry in addition 70 established posts of managerial personnel, including on 5 established posts according to the Ministry of investments and foreign trade of the Republic of Karakalpakstan, managements of investments and foreign trade of areas and the city of Tashkent.

2. Enter into structure:

khokimiyats of areas and the city of Tashkent - position of the deputy of hokim - the head of department of investments, the industry and trade of area and the city of Tashkent appointed to position and dismissed according to the procedure, established by acts of the legislation in coordination with the minister of investments, the industry and trade of the Republic of Uzbekistan;

4. Determine that:

tasks on development of small industrial zones in areas, areas (cities), and also to development of the industry in the city of Tashkent are assigned to the corresponding first deputy of hokim concerning economy and entrepreneurship;

tasks on tourism development in areas (cities) are assigned to the corresponding deputy of hokim concerning youth policy, social development and spiritual and educational work;

the released established posts of the Ministry according to this Item remain behind the relevant structural divisions of the Ministry.

5. Recommend to the Jokargi Kenes of the Republic of Karakalpakstan to approve updated structure of Council of Ministers of the Republic of Karakalpakstan taking into account requirements of Items 2 - 4 presents of the resolution.

6. Create based on the Agency of technology development under the Ministry of investments and foreign trade of the Republic of Uzbekistan and the Expert Centre of Investments unitary enterprise under National Bank of foreign economic activity of the Republic of Uzbekistan the Center of development of investment projects under the Ministry of investments and foreign trade of the Republic of Uzbekistan (further - the Center), having determined it the main objectives and activities:

identification and development of the new investment projects directed to mobilization of competitive advantages, industrial, infrastructure, raw and human capacity of the country for expansion of production competitive on internal and the foreign markets of finished goods (goods) using innovative, advanced technologies and cluster approach;

development of investment projects on upgrade, technical and technological rearmament of the operating production capacities and the perspective companies for expansion of amounts of their production, entry into foreign markets and release of competitive finished goods in the world market;

development and deployment of the interactive investment map of the Republic of Uzbekistan reflecting the productive potential and need of each region for the volume of investment with indication of specific projects with predesigns and the other information which is of interest to potential investors;

forming of the database of necessary license programs and systems for technical support of investment projects, and also developments according to international standards of feasibility statements to them with involvement of the domestic and foreign design and survey and engineering organizations;

entering into the Ministry and Agency on attraction of foreign investments under the Ministry of investments and foreign trade of the Republic of Uzbekistan of investment projects, including with preliminary feasibility statements, for involvement of potential investors.
