About urgent measures of support of the sphere of tourism for decrease in negative impact of koronavirusny pandemic

For the purpose of support of tourist and related industries, the most strongly injured and continuing to have negative influence from koronavirusny pandemic, preserving hundreds of thousands of workplaces and qualified specialists, maintenance of their income, and also the accelerated recovery of tourism in process of improvement of sanitary and epidemiologic situation in the country:

1. Agree with offers of the Special republican commission on preparation of the Program of measures for the prevention of delivery and distribution of new type of coronavirus in the Republic of Uzbekistan, public organizations and subjects of the sphere of tourism about:

renewal since June 1, 2020 in regions of "green" and "yellow" categories of internal tourism from the beginning of activities of the accompanying organizations (tour operators, travel agencies, means of placement, objects of culture, cultural heritage and others) in case of strict observance of the established sanitary and hygienic regulations and requirements;

step-by-step renewal of entrance tourism with determination of the list of the countries to which citizens entry into the Republic of Uzbekistan is allowed.

2. Determine that for tour operators, travel agents, and also means of placement:

during the period from June 1, 2020 to December 31, 2021 rates of the income tax decrease by 50 percent from the established rates;

the right of transfer of losses following the results of 2020 and 2021 without restriction of their sizes provided by the Tax code of the Republic of Uzbekistan is granted;

during the period till January 1, 2021 charge and payment of tourist (hotel) collection stops.

Grant to means of placement the right to interest-free delay (payment by installments) of payment of local collection for the right of implementation of retail trade by alcoholic products for up to January 1, 2021 with the notification of bodies of the State Tax Service and subsequent their payment by equal shares within 12 months.

3. Determine that at the expense of means of off-budget fund of support of tourism and sport under the Ministry of tourism and sport (further - Fund) additional support is provided:

a) during the period from June 1 to December 31, 2020 in the form of one-time allocation of purpose non-interest loan for a period of 12 months, by the criteria established by the Republican anti-recessionary commission:

to tour operators in the amount of no more triple average monthly salary fund for 2019;

to means of placement in the amount of fivefold basic settlement size on each bed;

b) by partial subsidizing "startup" - projects and the innovative business ideas in the field of tourism, including the information programs and services directed first of all to creation of conveniences to tourists according to procedure for the organization of activities of the Technology park of software products and information technologies - in the total amount of 1,5 of billion sum;

c) during the period from June 1, 2020 to December 31, 2021 by allocation of grants to initiators of projects on the organization in regions of the republic (except for the city of Tashkent) the thematic Items of food specializing in foreign kitchen or the separate direction, renderings of services on delivery of food and food and also delivery of souvenirs in the amount of 30 percent from project cost, but no more than 100 million sum on each project;

d) during the period from June 1, 2020 to December 31, 2021 by allocation of grants on development and promotion of new tourist products and routes to guides in the amount of on 5 million sum, to tour operators - 10 million sum.

4. Provide additional state support:

a) provision at the expense of means of the State fund of support of business activity of compensation for a period of up to three years for covering of the part of the interest rate which is exceeding the main rate, but not exceeding 30 percent of the main rate, the credits and leasing allocated by commercial banks in national currency to subjects of the sphere of tourism for reduction of means of placement in compliance with new requirements of sanitary and hygienic regulations which total cost does not exceed 5 billion sum interest rate - does not exceed 1, the 5-fold size of the main rate of the Central bank;

b) in the form of subsidizing of means of placement in the amount of 10 percent of cost of services in placement (hotel services) from June 1, 2020 to March 1, 2021;

c) at the expense of Fund on payment of bonus subsidies to tour operators and travel agents - to residents of the Republic of Uzbekistan, in the amount of 15 US dollars for each brought and served foreign tourist in the Republic of Uzbekistan with condition of their stay in the territory of the Republic of Uzbekistan at least five days, except for the foreign tourists who arrived with use of the compensated charter flights according to the Presidential decree of the Republic of Uzbekistan of August 13, 2019 No. UP-5781 "About Measures for Further Development of the Sphere of Tourism in the Republic of Uzbekistan" since the beginning of renewal of entrance tourism and before achievement of total quantity of the foreign tourists of 500 thousand people brought by them;

d) at the expense of Fund by partial subsidizing of expenses of tour operators on avia - and railway tickets in the amount of 30 percent from their cost on condition of the organization of tour to the Republic of Uzbekistan for foreign tourist groups numbering at least 10 people and their stay at least five spending the night in funds of placement from the beginning of renewal of entrance tourism and till December 31, 2021;

e) till June 1, 2021 at the expense of Fund by assignment for compensation for expenses of hotels for renovation, reconstruction, and also updating of material and technical resources for obtaining or increase in categories by them with preserving condition in subsequent the appropriated category within 3 years in the following sizes:

5 million sum for each room in hotels with category 3 stars;

10 million sum for each room in hotels with category 4 stars;

15 million sum for each room in hotels with category of 5 stars.

5. Determine that training of all listeners accepted for study in 2020 in the technical schools and colleges which are under authority of the State committee of the Republic of Uzbekistan on tourism development is performed according to the procedure of exception on the basis of the state grant.

6. Agree with offers of the State committee on tourism development, the State Tax Committee and the Central bank of the Republic of Uzbekistan about prolongation since October 1, 2020 for a period of 18 up to 24 months of payment of principal debt for earlier loans of commercial banks on construction of means of placement.
