About measures for further increase in role and value of the sphere of culture and art in life of society

In recent years in the Republic of Uzbekistan the system measures aimed at the further development of national culture, creation of modern history of new Uzbekistan, preserving and promotion of pearls of material and non-material cultural heritage, further promoting of folklore and amateur art, ensuring active integration of our country into world cultural space, and also innovative development of the sphere of culture and art are realized. In particular:

the first, No. PP-4038 are approved by the resolution of the President of the Republic of Uzbekistan of November 28, 2018 the Concept of further development of national culture in the Republic of Uzbekistan (further - the Concept) and "Road map" on its realization;

third, the program of renovation of the museums is adopted, and "The Khorezm dance - lazg", being model of ancient and unique art of the Uzbek people, is entered in the Representative list by UNESCO of non-material cultural heritage of mankind;

the fourth, the national school of restoration of objects of cultural heritage and objects of art, and also republican tenders in the directions "national tools", "national dance", "art of makom" are recovered;

the fifth, in the country the effective system of further development of unique samples and traditions of the Uzbek classical and folklore art, and also cultural dialogue by the organization and regular holding the International forum of art of makom, the International festival of art of bakhsha, the International musical festival "Shark of Taronalara", the International festival of folklore art "Buyuk ипак yul", and also the International festival "Raks Sekhr" is adjusted.

At the same time there is no complete system of implementation of the Concept, implementation to this sphere of modern information and communication technologies, training of highly qualified personnel, search and support of talented young creative figures, providing educational institutions with textbooks of music, collections of notes, educational and methodical literature.

Increase in level of rendering to the population, in particular and adjustment for this purpose on permanent basis of activities of theaters, museums, portable circuses and zoos in all regions of the republic remains to the citizens living in the remote areas of the republic, services of cultural rest urgent task.

For the purpose of effective realization of above-mentioned tasks, the accelerated continuation of reforms in the field of culture and art, further enhancement of activities of bodies and cultural institutions, and also ensuring strategy implementation of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Approve:

The program of additional measures for further development of the sphere of culture and art in the Republic of Uzbekistan in 2020-2021 according to appendix No. 1;

Target indicators of implementation of the Concept of further development of national culture in the Republic of Uzbekistan in 2021 - 2025 according to appendix No. 2.

To the Cabinet of Ministers in case of adoption of "road maps" and programs of measures for implementation of the Concept to take actions for ensuring accomplishment of the target indicators approved according to this Item into account.

2. Determine that since January 1, 2021:

licensing of concert and spectacular activities, maintaining the state register of licensees, introduction of data on their activities and achievements are performed by means of the Single online portal of participants of concert and spectacular activities;

the charges collected for issue of one-time permission to holding concert and spectacular action are cancelled;

proceeding from the main functions and tasks of state bodies and the organizations, the mass cultural and concert and spectacular events held on their initiative are held on the basis of annually approved schedules of mass cultural and concert and spectacular actions (further - schedules);

in decisions of the President of the Republic of Uzbekistan, the Cabinet of Ministers and public authorities on the places providing holding the governmental activities which are not provided in schedules customers and sources of financing of services in data structure of actions are specified;

all services rendered by persons performing concert and spectacular activities for the order of state bodies and other organizations are provided on the basis of the signed written and paid agreements, except for the obligations following from the employment contracts signed with employees of the public institutions performing concert and spectacular activities.

3. Determine that involvement on a voluntary basis of creative figures and contractors on the governmental and other activities held by the Ministry of Culture of the Republic of Uzbekistan is not allowed (further - the Ministry of Culture) and other state bodies.

4. To provide to the Ministry of Culture, the Ministry of Finance, the Union of composers and bastakor of Uzbekistan, the Ministry of preschool education and the Ministry of national education of the Republic of Uzbekistan, since 2020/2021 academic years the edition and complete delivery to educational institutions of collections of notes and special musical literature at the expense of means of the Government budget of the Republic of Uzbekistan.

5. Implement, since September 1, 2020, procedure for provision of 50 percent discount on the rent for the concert programs which are carried out in the concert organizations, palaces of culture, other organizations of system of state bodies and the organizations on the basis of complete live execution.

6. Support the initiatives of representatives of the sphere of culture and art about creation of Chamber on copyright protection of workers of art, creative figures and contractors (further - Chamber).

Determine that the Chamber is the organization managing property rights on collective basis.

Provide to the Ministry of Culture allocation of 1 billion sum for support of activities of Chamber at initial stage.

To render to the deputy prime minister of the Republic of Uzbekistan B. A. Musayev and the Minister of Cultural Affairs O. A. Nazarbekov comprehensive assistance in the organization of activities of Chamber and other organizations managing property rights on collective basis.
