1. Approve the enclosed Regulations on procedure for maintaining the register of non-profit organizations, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection.

2. Determine the Ministry of Economic Development of the Russian Federation authorized body by forming and maintaining the register of non-profit organizations, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection (further - the register).

3. To the Ministry of Economic Development of the Russian Federation:

create the register;

perform methodical ensuring activities of federal executive bodies for preparation and submission of information on non-profit organizations provided by the Provision approved by this resolution for inclusion in the register;

place the register on the official portal of the Ministry of Economic Development of the Russian Federation on the Internet;

Regulations on procedure for maintaining the register of non-profit organizations, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection

1. This Provision determines procedure for maintaining the register of non-profit organizations, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection (further - the register) which correspond to one of the following criteria:

the non-profit organization is the private educational organization performing based on the license educational activities as core activity according to the purposes for the sake of which achievement such organization is created;

the non-profit organization is the charitable organization registered in the established legislation of the Russian Federation procedure which provided to the Ministry of Justice of the Russian Federation the reporting for 2017 - 2018 in the OH0001 and OH forms 0002, the approved order of the Ministry of Justice of the Russian Federation of August 16, 2018 to No. 170 "About approval of forms of the reporting of non-profit organizations";

paragraph fourth ceased to be valid

the non-profit organization is included in the list of the organizations, the amounts received by taxpayers in the form of grants (free aid) of which provided for support of science and education, culture and art in the Russian Federation are not subject to the taxation according to Item 6 of article 217 of the Tax Code of the Russian Federation.

2. Authorized body on forming and maintaining the register is the Ministry of Economic Development of the Russian Federation (further - authorized body).

Information in the register is provided by Federal Service for Supervision in Education and Science and the Ministry of Justice of the Russian Federation (further - federal executive bodies).

3. Information containing in the register is open for general acquaintance and is subject to placement on the official site of authorized body on the Internet within 3 working days from the date of inclusion of the relevant information in the register.

4. In the register the following information is subject to inclusion:

a) the complete and reduced (in the presence) official name of non-profit organization;

b) identification taxpayer number;

c) primary state registration number of record about state registration of non-profit organization;

d) the name of the federal executive body which provided information on non-profit organization.

5. The register is created and kept in Russian. Information containing in the register is stored according to the procedure, determined by the legislation of the Russian Federation.

6. Federal executive bodies represent to authorized body of the data for inclusion in the register:

within 10 working days from the date of receipt of the license by non-profit organization;

annually within 30 working days from the date of submission of reports by charitable organizations to the Ministry of Justice of the Russian Federation.

7. The information on each non-profit organization created according to item 4 of this provision and included in the register forms the register entry about non-profit organization to which unique number is assigned.

8. In case of the direction federal executive bodies of information on modification of the data specified in item 4 of this provision, authorized body make changes to the register entry within 30 working days from the date of receipt of information.

9. Responsibility for reliability of data on non-profit organization is born by the federal executive body which provided data to the register.

10. The non-profit organization is excluded from the register according to the decision of authorized body based on offers of federal executive bodies in case of discrepancy of data on the organization to data, stipulated in Item 4 this provision.

11. Federal executive bodies for the purpose of preparation and submission of information on non-profit organizations containing data, stipulated in Item 4 this provision:

a) determine persons responsible for forming and the direction of the specified information;

b) provide completeness and reliability of the created information on non-profit organizations, and also timeliness of its direction in authorized body.
