I. General provisions

1. This Provision determines procedure the State corporation by space activities Roskosmos (further - Corporation) on behalf of the Russian Federation of functions of the founder and the rights of the owner of property concerning federal state institutions, stipulated in Item 3 articles 2 of the Federal Law "About the State corporation on space activities Roskosmos (further - organization).

II. Approval of charters of organizations and introduction of changes in them

3. The draft of the charter of organization goes the head of organization to Corporation which considers and approves the charter within 30 days from the date of its representation.

In case of discrepancy of the draft of the charter of organization to regulatory legal acts of the Russian Federation or to the decisions which are earlier accepted by Corporation when implementing functions of the founder and the rights of the owner of property concerning organization, the draft of this charter returns to organization Corporation within 30 days from the date of its representation with reasons for return reasons.

4. Introduction of amendments to the charter of organization, including its approval in the new edition, is performed according to the procedure, established for its approval.

III. Fixing of federal property on the right of operational management behind organizations, withdrawal at organizations of the federal property which is not used or used not for designated purpose
