About additional measures for cardinal enhancement of legal education and science in the Republic of Uzbekistan

In recent years in the country number of the specific measures for enhancement of system of legal education providing implementation in educational and pedagogical process of innovative and front lines and the international educational standards, increase in personnel potential and work incentives of professors-teachers, and also strengthening of material and technical resources of educational institutions is realized.

At the same time efficiency of domestic legal education remains rather low that is caused by availability of number of system problems and shortcomings which interfere with training of highly skilled specialists lawyers and development of jurisprudence in the country.

Lack of the competition in the field of preparation of legal personnel negatively affects forming of domestic school of sciences of law, limits equal access to education of gifted youth, especially from regions.

The due attention is not paid to practical implementation of results of scientific research in the field of the right, to wide use of the advanced techniques of teaching, and also upgrade of educational standards and review of training programs taking into account modern requirements that leads to decline in quality of legal education and scientific potential.

For the purpose of cardinal enhancement of system of legal education and science, providing their competitiveness on the international educational space, improvement of quality of preparation of legal personnel, and also realization of the tasks determined in the Concept of development of system of the higher education of the Republic of Uzbekistan till 2030:

1. Approve the offer of the Ministry of Justice, Supreme Court, Prosecutor General's Office, Ministry of Internal Affairs, Ministry of the higher and secondary vocational education, the National center of the Republic of Uzbekistan on human rights, and also the general legal public about:

determination of the Tashkent state legal university (further - TGYuU) basic highest educational and scientific and methodical institution on preparation, retraining of legal personnel in "law";

creation of law departments at the Samarkand, Namangan and Termez state universities (further - law departments) with implementation of acceptance in the law direction on quotas, including additional acceptance under the differentiated paid contract, created and approved in accordance with the established procedure in coordination with the Ministry of Justice of the Republic of Uzbekistan;

formation of Institute of the state and the right of Academy of Sciences of the Republic of Uzbekistan performing basic and applied researches in the field of the state, the right and political and legal doctrines.

2. Determine the priority directions of further development of legal education and legal science:

ensuring preparation of the highly skilled, creatively conceiving and fair personnel on the basis of modern requirements, the best international legal practices and requirements of the labor market;

enhancement of credit and modular training system and methods of assessment of knowledge of students, broad application of modern information and communication technologies in educational process and upgrade of educational base;

providing close connection of educational process and law-enforcement practice by development of clinical legal training;

enhancing cooperation, joint legal surveys, exchange of the faculty and students with the lead educational and scientific institutions of the developed foreign states;

carrying out scientific and innovative research in the field of the state and the right with development of information legal technologies and systems (Legal Tech);

realization with foreign partners of joint educational programs for preparation of legal personnel (double degree), active involvement in educational and educational process of foreign scientists and specialists;

creation open, transparent, free from subjectivity and abuses of the educational circle with implementation of the E-University system;

increase in competitiveness of domestic legal education by implementation of measures for inclusion of TGYuU and law departments in the ratings of international and acknowledged educational institutions.

3. Implement procedure for forming of the order for preparation of legal personnel according to which:

acceptance parameters in TGYuU, law departments and legal technical schools are created taking into account the current and perspective demand in legal personnel in state governing bodies, the organizations of different patterns of ownership, including subjects of entrepreneurship, on the basis of the analysis by each region, industries of economy and the social sphere with creation of electronic platform of monitoring and forecasting of needs for legal personnel;

state governing bodies, public authorities on places, the Chamber of Commerce and Industry and Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan annually provide at the scheduled time information on requirements of employers for legal personnel in the Ministry of Justice of the Republic of Uzbekistan;

the organizations of all patterns of ownership, including subjects of the entrepreneurship having the right to participate in forming of the order for preparation of legal personnel, including to perform payment of training cost of personnel in TGYuU, law departments and legal technical schools with adoption of obligations by them about continuous work after the end of training in the organization customer during the term determined in the agreement;

competitive selection of the educational institutions performing preparation of legal personnel for order placement on preparation of legal personnel with the organization of training of specialists on contractual basis together with potential employers (educational clusters) takes root.

To the Ministry of Justice of the Republic of Uzbekistan:

together with Chamber of Commerce and Industry and Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan on regular basis to render assistance to subjects of entrepreneurship, including agricultural producers, in the organization of own legal services;

together with the Ministry of employment and employment relationships and the Ministry of Economic Development and reducings poverty in two-month time to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on review of the Qualifier of the main positions of employees and professions of workers with extension of the list of positions which substitution requires legal education.

in TGYuU the Center of research of the Japanese right created together with Nagoya University (Japan), promoting preparation of qualified legal personnel with knowledge of Japanese and the right, to the academic exchange and carrying out joint scientific legal surveys functions;
