1. Approve the enclosed Rules of rendering the state service "Provision of Information on Category of the Subject of Entrepreneurship".

2. Recognize invalid:

1) the order of the Minister of national economy of the Republic of Kazakhstan of July 3, 2017 No. 268 "About approval of the Standard of the state service "Provision of Information on Category of the Subject of Entrepreneurship" (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 15459, it is published on August 16, 2017 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan);

2) the order of the Minister of national economy of the Republic of Kazakhstan of September 25, 2017 No. 340 "About approval of Regulations of the state service "Provision of Information on Category of the Subject of Entrepreneurship" (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 15882, it is published on October 25, 2017 in Reference control bank of regulatory legal acts of the Republic of Kazakhstan).

3. To provide to development department of entrepreneurship in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of national economy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering the state service "Provision of Information on Category of the Subject of Entrepreneurship"

Chapter 1. General provisions

1. These rules of rendering the state service "Provision of Information on Category of the Subject of Entrepreneurship" (further - Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of April 15, 2013 "About the state services" and determine procedure for rendering the state service "Provision of Information on Category of the Subject of Entrepreneurship".

2. The main source of data on subjects of entrepreneurship is the register of subjects of entrepreneurship - the electronic database containing data on categories of subjects of entrepreneurship, created by authorized body on entrepreneurship based on information obtained by means of information exchange.

3. In these rules the following basic concepts are used:

1) business and identification number (further - BIN) - the unique number created for the legal entity and the individual entrepreneur performing activities in the form of joint venture;

2) individual identification number (further - IIN) - the unique number created for physical person, including the individual entrepreneur performing activities in the form of personal entrepreneurship;

3) the state database "legal entities" (further - GBD YUL) - the national register of business and identification numbers, the information system intended for accounting and storage of information about the legal entities (branches and representations), individual entrepreneurs performing activities in the form of joint venture, forming and storage of data on the assigned business and identification numbers created and stopped activities;

4) the register of subjects of entrepreneurship (further - the Register) - the electronic database containing data on categories of subjects of entrepreneurship;

5) the service provider - the central state bodies, foreign institutions of the Republic of Kazakhstan, local executive bodies of areas, cities of republican value, the capital, areas, cities of regional value, akims of areas in the city, the cities of district value, settlements, villages, rural districts, and also the physical persons and legal entities rendering the state services according to the legislation of the Republic of Kazakhstan;

6) the web portal of "the electronic government" (further - the portal) - the information system representing "single window" of access to all consolidated government information including the regulatory legal base, and to the state and other services rendered electronically;

7) lock of "the electronic government" (further - ShEP) - the information system intended for integration of objects of informatization of "the electronic government" with other objects of informatization;

8) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

4. The state service "Provision of Information on Category of the Subject of Entrepreneurship" (further - the state service) appears the Ministry of national economy of the Republic of Kazakhstan (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through the portal.

Chapter 2. Procedure for rendering the state service

5. For receipt of the state service, uslugopoluchatel send to the portal the electronic inquiry (further - request) certified by the electronic and digital signature which arrives through ShEP in the electronic database "Register of Subjects of Entrepreneurship".

The service provider receives data on identity documents, on state registration of the legal entity from the corresponding state information systems through the ShEP system.

In case of sending an inquiry through the portal information on the status of consideration of request for rendering the state service goes to "personal account".

Processing of request is performed no more than 15 minutes, following the results of the certificate of category of the subject of entrepreneurship is created.
