The realization of this resolution is enabled by the corresponding federal executive bodies within the number of their workers and budgetary appropriations provided to the specified bodies in the federal budget on management and management in the sphere of the established functions established by the Government of the limiting Russian Federation.

Rules of ensuring access to information containing in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification

1. These rules determine procedure for ensuring access to information containing in the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification (further respectively - information system of monitoring, goods).

2. The information access, containing in information system of monitoring, is provided with the operator of information system of monitoring (further - the operator) on non-discriminatory and non-paid basis taking into account Regulations on the state information system of monitoring of turnover of goods, means of identification, the No. 515 approved by the order of the Government of the Russian Federation of April 26, 2019 which are subject to obligatory marking "About system of marking of goods means of identification and traceability of movement of goods", and also taking into account other acts of the Government of the Russian Federation determining features of marking of separate goods and implementation of information system of monitoring.

3. Use of information on movement of goods containing in information system of monitoring, and aggregative information on movement of such goods, access to which is provided with the operator, in commercial interests of the third parties is forbidden if other is not established by the legislation of the Russian Federation.

4. The information access, containing in information system of monitoring, is provided with the operator by the following methods:

a) in the form of electronic documents in response to the request of the participant of information system of monitoring created in writing;

b) in information system of monitoring in response to the request of the participant of information system of monitoring created with use of software of information system of monitoring;

c) using single system of interdepartmental electronic interaction when implementing interaction between information system of monitoring and other state information systems or information systems of federal executive bodies;

d) in the automated mode with use of program technical means of information system of monitoring and the information systems of participants of turnover of goods or the state information systems according to agreements on information exchange concluded by the operator with federal executive bodies and the Ministry of Industry and Trade of the Russian Federation including with use of private office;

e) by placement of the public information containing in information system of monitoring on the official site of information system of monitoring on the Internet;

e) in the automatic mode with use of software of information system of monitoring when implementing interaction of information system of monitoring with the federal state information system "Single Portal of the State and Municipal Services (Functions)".

5. Access to the following data is provided to the participant of turnover of goods:

a) information on the transactions with goods made by this participant of turnover of goods;

b) information carried by the Government of the Russian Federation to public information.

6. Access to the following types of information about the goods made by such producer or imported by such importer and which are in civil circulation in the Russian Federation is provided to the producer and the importer registered in information system of monitoring in addition to the data specified in Item 5 of these rules:

a) information on the owner of goods and its quantity in the following structure:

name of the owner of goods;

identification taxpayer number of the owner of goods;

transaction type on goods turnover according to the acts of the Government of the Russian Federation determining features of marking of separate goods and implementation of information system of monitoring (it is accepted from the participant of turnover of goods, it is transferred to the participant of turnover of goods, it is corrected on previous period, it is removed from turnover by realization (sale), it is removed from turnover on other bases);
