About some questions in the field of ensuring cyber security of the Kyrgyz Republic

For the purpose of enhancement of national infrastructure on coordination and ensuring cyber security, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on the Coordination center for ensuring cyber security of the State committee of homeland security of the Kyrgyz Republic according to appendix.

2. Determine the State committee of homeland security of the Kyrgyz Republic by authorized state body in the field of ensuring cyber security of the Kyrgyz Republic.

3. To the state committee of homeland security of the Kyrgyz Republic to take the adequate measures following from this resolution.

4. To impose control of execution of this resolution on department of defense, law and order and emergency situations, department of digital transformation of Government office of the Kyrgyz Republic.

5. This resolution becomes effective after ten days from the date of official publication.

Regulations on the Coordination center for ensuring cyber security of the State committee of homeland security of the Kyrgyz Republic

1. General provisions

1. The coordination center for ensuring cyber security (further - the Center) is the structural division of the State committee of homeland security of the Kyrgyz Republic (further - GKNB) coordinating activities of state bodies, local government bodies, state companies and organizations, and also economic societies with the state share more than 50 percent (further - state bodies) concerning ensuring cyber security, to response to computer incidents, and also revealing, warning and stopping reasons and conditions promoting preparation and realization of the computer attacks.

In case of the international interaction the Center uses abbreviation (CERT-KG).

The center in the work is guided by the Constitution of the Kyrgyz Republic, regulatory legal acts of the Kyrgyz Republic which became effective in accordance with the established procedure international treaties which participant is the Kyrgyz Republic, this Provision, and also departmental acts GKNB.

1) realization of state policy in the field of cyber security;

2) coordination of activities of state bodies, centers of response to computer incidents (departmental, industry and others) on ensuring cyber security, identification, the prevention and suppression of the computer attacks, response to computer incidents;

3) identification, prevention and suppression of threats of cyber security;

4) introduction of suggestions for improvement of the legislation of the Kyrgyz Republic in the field of cyber security;

5) project development of international treaties in the field of cyber security;

6) ensuring accomplishment of obligations assumed within international treaties in the field of cyber security;

7) implementation of other tasks assigned to GKNB according to regulatory legal acts of the Kyrgyz Republic.

3. Main functions of the Center

5. Functions of the Center are:

1) development and introduction of offers on forming of policy in the field of ensuring cyber security;

2) coordination and direct participation in actions for response to computer incidents, to identification, prevention and suppression of the computer attacks;

3) participation in ensuring information security;

4) the organization and implementation of collection, the analysis and accumulating of information on modern threats in the field of information and communication technologies, about the computer incidents which took place concerning information systems of state bodies and also the analysis of condition of cybersecurity of information systems;

5) forming and ensuring functioning of single base on problems of counteraction of cybercrime, threats in the field of cyber security, incidents and the malicious software;

6) informing state bodies on computer threats, means and methods of carrying out the computer attacks, methods of their identification and prevention;

7) cooperation with the international organizations, the public and private services of response to computer incidents in the field of cyber security of the Kyrgyz Republic and foreign states, for the purpose of counteraction to cyberthreats in the state information systems, and also experience exchange and information on computer incidents in accordance with the established procedure;

8) carrying out special investigative actions, counterprospecting and the investigation and search operations referred to competence GKNB;

9) implementation of timely acceptance of messages and the notification about computer incidents of state bodies, and also rendering assistance to state bodies in identification, the prevention and suppression of the computer attacks;

10) carrying out and participation in regular cyberdoctrines with participation of state bodies;

11) rendering methodical assistance and other help of state bodies to divisions on response to computer incidents and development of the corresponding documentation, mitigation of consequences of the computer attacks, and also the organizations of systems of cyber security;

12) development of special requirements for use, placement and operation of technical means of information security;

13) participation and carrying out audit of condition of cyber security of information and communication infrastructures of state bodies;

14) implementation of other functions in the field of cyber security according to regulatory legal acts of the Kyrgyz Republic.

6. Are included into power of the Center:

1) implementation of the actions necessary for coordination and enhancement of interaction of state bodies in ensuring cyber security, identification, the prevention and suppression of the computer attacks, and also responses to computer incidents;

2) the direction of notifications and requests in state bodies, the organizations, including international, concerning identification, the prevention and suppression of the computer attacks and response to computer incidents in accordance with the established procedure;
