The government of the Russian Federation decides:

1. Approve enclosed:

Rules of compensation to credit institutions of the half-received income on the credits issued for the purpose of projects implementation of housing construction (further - Rules);

Rules of provision of subsidies from the federal budget to ДОМ.РФ joint-stock company in the form of contribution to property of the ДОМ.РФ joint-stock company which is not increasing its authorized capital for compensation to credit institutions of the half-received income on the credits issued for the purpose of projects implementation of housing construction.

2. To the Ministry of Construction and Housing and Communal Services of the Russian Federation to send to ДОМ.РФ joint-stock company in accordance with the established procedure means of the federal budget within limits of the budget obligations brought in accordance with the established procedure to the Ministry of Construction and Housing and Communal Services of the Russian Federation as the receiver of the means of the federal budget, as contribution to property of the ДОМ.РФ joint-stock company which is not increasing its authorized capital, on the purpose of implementation of actions provided by Rules.

3. To provide to the Ministry of Construction and Housing and Communal Services of the Russian Federation in accordance with the established procedure contributing to property of the ДОМ.РФ joint-stock company which is not increasing its authorized capital according to the agreement (agreement) signed between the Ministry of Construction and Housing and Communal Services of the Russian Federation and ДОМ.РФ joint-stock company.

4. To the Ministry of Construction and Housing and Communal Services of the Russian Federation within 10 working days from the date of entry into force of this resolution to approve regulations on the Interdepartmental commission on decision making on compensation to credit institutions of the half-received income on the credits issued for the purpose of projects implementation of housing construction, regulations on procedure for acceptance by the specified Interdepartmental commission of decisions, and also its structure from among representatives of the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Economic Development of the Russian Federation, Federal Security Service, Federal Registration Service, Central bank of the Russian Federation (in coordination), the Prosecutor General's Office of the Russian Federation (in coordination), Audit Chamber of the Russian Federation (in coordination) and the Pension Fund of the Russian Federation.

5. To provide to the Ministry of Economic Development of the Russian Federation, the Federal Security Service and Federal Registration Service within 3 working days from the date of entry into force of this resolution to the Ministry of Construction and Housing and Communal Services of the Russian Federation candidates for inclusion in structure of the Interdepartmental commission, the stipulated in Item 4 presents of the resolution.

6. Recommend to the Central bank of the Russian Federation, the Prosecutor General's Office of the Russian Federation, to Audit Chamber of the Russian Federation and the Pension Fund of the Russian Federation to provide to the Ministry of Construction and Housing and Communal Services of the Russian Federation candidates for inclusion in structure of the Interdepartmental commission, the stipulated in Item 4 presents of the resolution.

7. Permit ДОМ.РФ joint-stock company:

use the funds received according to Item 2 of this resolution, for the purposes of implementation of actions, provided by Rules;

place temporarily free money received on the purpose of financing of implementation of actions, provided by Rules, in deposits and (or) in the form of not reduced remaining balance on settlement accounts in the credit institutions conforming to the requirements established according to the Budget code of the Russian Federation to credit institutions in which means of the federal budget can be placed and also in the credit institution which is the authorized bank in the sphere of housing construction determined according to the Federal Law "About Assistance to Development and Increase in Management Efficiency in the Housing Sphere and about Modification of Separate Legal Acts of the Russian Federation" and to use income gained from their placement on financing of implementation of actions, provided by Rules, and compensation connected with financing of implementation of actions, provided by Rules, operating expenses, which list is determined by the supervisory board of ДОМ.РФ joint-stock company.

8. To Federal Treasury to perform treasurer maintenance of the means transferred to legal entities under the agreements signed with ДОМ.РФ joint-stock company within agreement performance (agreement) specified in Item 3 of this resolution on the purpose of financing of realization of the actions provided by Rules and also means placed by ДОМ.РФ joint-stock company according to Item 7 of this resolution.

Rules of compensation to credit institutions of the half-received income on the credits issued for the purpose of projects implementation of housing construction

1. These rules establish conditions and procedure for compensation to credit institutions of the half-received income on the credits issued for the purpose of projects implementation of construction of one or several apartment houses, individual apartment houses in borders of the territory of low-rise housing estate, houses of the blocked building (if the number of such houses makes three and more in the same row), which construction is performed by the builder according to the Federal Law "About Participation in Shared-equity Construction of Apartment Houses and Other Real Estate Objects and about Modification of Some Legal Acts of the Russian Federation" (further respectively - the Federal Law, the project of housing construction), and also in other purposes connected with projects implementation of housing construction as they are determined in the subitem "g" of Item 7 of these rules.

2. The half-received income is compensated to credit institutions under agreements on loan granting (further - the credit agreement) on the purpose of projects implementation of housing construction, and also in other purposes connected with projects implementation of housing construction as they are determined in the subitem "g" of Item 7 of these rules, information on which is provided to ДОМ.РФ joint-stock company (further - society) in terms and by form which are determined by these rules, within the funds allocated to society from the federal budget and (or) determined by the Government of the Russian Federation of other sources.

Compensation of the half-received income according to the credit agreements specified in the paragraph the second Item 3 of these rules is performed within the limits of funds for compensation set by the Interdepartmental commission on decision making about compensation to credit institutions of the half-received income on the credits issued for the purpose of projects implementation of housing construction (further - the Commission), according to Item 10 of these rules.

Compensation of the half-received income according to the credit agreements specified in paragraphs three and the fourth Item 3 of the these rules which arose during the period till October 15, 2022 (inclusive) according to these rules is performed at the expense of amount of the funds allocated to society for the purposes of compensation of the half-received income according to the specified credit agreements (further - amount of means), information on which is sent to the Ministry of Finance of the Russian Federation by the Ministry of Construction and Housing and Communal Services of the Russian Federation.

The amount of means is subject to distribution between credit institutions proceeding from the forecast amount of compensation of the half-received income during the entire period of subsidizing according to the procedure, provided by Items 12 and 13 of these rules, and is transferred into the personal accounts of credit institutions opened in territorial authorities of the Federal Treasury according to Item 16 of these rules.
