Requirements to the technical means used by participants of turnover of goods, subject to obligatory marking by means of identification, for exchange of information with the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, including to technical means of check of code of check

1. These requirements are applied to the technical means used by participants of turnover of goods, subject to obligatory marking by means of identification, to exchange of information with the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, and also to the technical means used by subjects of drug circulation for exchange of information with monitoring system of movement of medicines for medical application (further respectively - technical means of information exchange, the participant of turnover, information system of monitoring).

2. Technical means of information exchange shall provide exchange of information, the stipulated by the legislation Russian Federation (its acceptance and transfer), electronically between the participant of turnover and information system of monitoring by means of the Internet (further - information exchange).

3. Treat technical means of information exchange:

issue registration devices - the technical means intended for receipt of marking codes by participants of turnover from information system of monitoring and for transfer to information system of monitoring of data on marking of goods (packagings of goods) by means of identification, including technical means of check of code of check or conforming to requirements to technical means of check of code of check;

disposal registration devices (registrars of disposal) - the technical means intended for transfer to information system of monitoring of data on conclusion from turnover of goods, including technical means of check of code of check;

technical means of receipt of information on goods - program and (or) the software and hardware functioning including with the control and cash equipment and intended for receipt by participants of turnover of information on the goods which are subject to obligatory marking by means of identification which contains on the specified goods, including on packagings of such goods, and in information system of monitoring.

4. Data on issue registration devices, disposal registration devices (registrars of disposal) used by participants of turnover for information exchange with the operator of information system of monitoring (further - the operator), are entered by the operator into information system of monitoring.

5. Technical means of information exchange shall provide:

authentication of person authorized by the participant of turnover on use of technical means;

mutual authentication with the technical means of the operator performing information exchange with the participant of turnover;

forming of documents for their transfer to information system of monitoring;

document transfer in information system of monitoring;

counteraction to information safety hazards, including protection of the documents transferred to the operator from access for the third parties;

in the absence of confirmation of the operator about receipt of the document sent it by it repeated transfer of this document to the operator;

documents acceptance from information system of monitoring;

accomplishment of other functions providing information exchange with information system of monitoring according to requirements of the acts of the Government of the Russian Federation approving rules of marking of goods, which are subject to obligatory marking by means of identification, and also feature of implementation of information system of monitoring concerning the separate goods which are subject to obligatory marking by means of identification.

Technical means of receipt of information on goods shall conform to the requirements established by this Item, except for the requirements provided by the paragraph the sixth this Item.

Documents in this Item are understood as electronic documents, exchange of which between the technical means used by participants of turnover of goods, subject to obligatory marking by means of identification, and the information system of monitoring provides by orders of the Government of the Russian Federation of December 14, 2018 No. 1556 "About approval of the Regulations on monitoring system of movement of medicines for medical application" and of April 26, 2019 No. 515 "About system of marking of goods means of identification and traceability of movement of goods", and also the acts of the Government of the Russian Federation determining features of marking of the separate goods which are subject to obligatory marking by means of identification, and implementation of information system of monitoring concerning the specified goods.

6. Devices of registration of issue in addition to compliance to the requirements specified in Item 5 of this document shall:

provide forming of requests for information system of monitoring for marking codes;

provide from information system of monitoring of codes of marking, their storage in the conditions excluding access to them for the third parties, and also their provision only to the authorized person of the participant of turnover;

turn on technical means of check of code of check in the structure or conform to requirements to technical means of check of code of check.

The issue registration device which is turning on the technical tool of check of code of check in the structure shall have the document issued by Federal Security Service of the Russian Federation confirming lack of influence of this device of registration of issue for accomplishment with the technical tool of check of code of verification of the established requirements to the cryptographic (cryptographic) means of information protection existing concerning the cryptography (cryptographic) tools of technical means of information exchange and technical means of check of codes of check which is its part (further - requirements to the cryptographic (cryptographic) remedies of codes of marking) in case of accomplishment of all functions established by the legislation of the Russian Federation by them.
