About some questions of import to the Republic of Kazakhstan and operation by citizens of the Republic of Kazakhstan of the separate vehicles registered in the Republic of Armenia

The government of the Republic of Kazakhstan DECIDES:

1. To the Ministry of Internal Affairs of the Republic of Kazakhstan till March 1, 2023 in the procedure established by the legislation to take measures on:

1) registration of vehicles with left-side arrangement of the governing bodies registered on citizens of the Republic of Kazakhstan in authorized bodies of the Republic of Armenia and imported into the Republic of Kazakhstan till February 1, 2020 with payment of collection for state registration according to subitem 1.1 of item 4 of article 553 of the Tax Code of the Republic of Kazakhstan and the state fees according to article 615 of the Tax Code of the Republic of Kazakhstan;

2) to approval like the state registration registration plates appropriated in case of registration of the vehicles specified in the subitem 1) of Item 1 of this resolution;

3) to ensuring making of registration actions concerning the registered vehicles specified in the subitem 1) of Item 1 of this resolution in cases of adoption by the owner of the decision on its primary registration or export out of limits of the Republic of Kazakhstan.

2. To provide to the ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan when implementing vehicle registration storage poste restante by owners of originals of registration documents and the state registration registration plates of the vehicles issued by authorized bodies of the Republic of Armenia and their issue in case of export of the vehicles specified in the subitem 1) of Item 1 of this resolution out of limits of the Republic of Kazakhstan.

3. To the Ministries of Finance, the industry and infrastructure development of the Republic of Kazakhstan to provide possibility of payment of the tax liabilities and passing of obligatory technical inspection to owners of the registered vehicles specified in the subitem 1) of Item 1 of this resolution.

4. To provide to the ministry of information and social development of the Republic of Kazakhstan together with the interested state bodies carrying out explanatory work on lack of restrictions in operation of the registered vehicles specified in the subitem 1) of Item 1 of this resolution before adoption by the owner of the decision on its primary registration or export out of limits of the Republic of Kazakhstan.

5. To the Ministries of Finance, ecology, geology and natural resources of the Republic of Kazakhstan together with the interested state bodies to provide carrying out explanatory work on lack of need of payment of customs duties, charges for primary registration and payments for the organization of collection, transportation, conversion, neutralization, use and (or) waste recycling within expanded obligations of producers (importers) before acceptance by the owner of the registered vehicle specified in the subitem 1) of Item 1 of this resolution, the decision on its primary registration.

6. To the Ministries of Finance and internal affairs of the Republic of Kazakhstan to take the measures established by the legislation concerning persons which performed import to the Republic of Kazakhstan of vehicles from the Republic of Armenia after February 1, 2020 with violation of the right of the Eurasian Economic Union and the legislation of the Republic of Kazakhstan.

7. And to Committee of homeland security of the Republic of Kazakhstan (under approval) till December 1, 2021 to provide to the Prosecutor General's Office (under approval) integration of the departmental information systems "Unified Register of Administrative Productions" and "Golden eagle" for the organization of access to law-enforcement bodies to the data on crossing of frontiers of the Republic of Kazakhstan by the vehicles registered in authorized bodies of other countries, this on their owners and persons, them by managing directors.

8. To the Ministries of Internal Affairs, finance, the industry and infrastructure development, ecology, geology and natural resources, digital development, innovations and the aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation to take the measures following from this resolution.

9. This resolution becomes effective from the date of its first official publication.
