1. Approve the enclosed Technology of making of the customs transactions connected using information system of customs authorities for control of movement of goods when exporting and (or) importing which licensing is applied.

2. To provide to customs authority (V. Yu. Skiba) central information technically, Head department of information technologies of FCS of Russia (G. V. Peschansky) necessary completion of information software of the Single automated information system of the customs authorities used by customs authorities when making customs transactions with goods when exporting and (or) importing which licensing is applied.

3. To impose control of execution of this order on the deputy manager of FCS of Russia responsible for the corresponding activity.

4. This order becomes effective after thirty days after day of its official publication.

The technology of making of the customs transactions connected using information system of customs authorities for control of movement of goods when exporting and (or) importing which is applied licensing

1. This Technology determines set and the sequence of making by customs authorities of the actions connected using the Single automated information system of customs authorities (further - EAIS THAT) for control of movement of goods, when exporting and (or) importing which is applied licensing.

2. This Technology is applied to licenses of Minpromtorg of Russia (further - the license) from which data can be received by customs authorities from EAIS THAT, and also from information systems of other state bodies within information exchange, except for the licenses delivered on control in customs authorities before entry into force of this Technology.

3. During making of the customs transactions connected with release of goods when exporting and (or) importing which licensing is applied (further - the licensed goods), EAIS THAT provide the official of customs authority in which customs declaring and release of the licensed goods is performed (further - the official of customs authority), data from the license specified in the declaration goods (further - DT), necessary for control and accounting of such goods, and also storage of information on execution of the license.

4. In case of withdrawal of DT or acceptance by the official of customs authority of the decision on refusal in release of goods of EAIS THAT automatically cancels the considered quantity of the licensed goods on DT.

5. The official of customs authority carries out control and accounting of the licensed goods with use of the software applied by customs authorities to making of the customs transactions connected with customs declaring and release of goods (further - software).

6. In the course of making of the customs transactions connected with release of the licensed goods, control of the licensed goods is carried out using software by comparison of the data on goods specified in DT to the data from the license containing in EAIS THAT, which arrived within information exchange with state bodies.

7. Accounting of the licensed goods declared in DT with use of software is performed before release of such goods according to the first declared customs procedure, except customs procedure of customs transit.

8. Release of the licensed goods with use of software is made according to names and within the quantity specified in the license taking into account the data on quantity of the goods which are earlier issued on account of this license which arrived in software.

9. The official of customs authority no later than the expiration of release of goods performs regarding availability of the bases for refusal in release provided by the subitem 9 of Item 1 of Article 125 of the Customs code of the Eurasian Economic Union (The Federal Law of November 14, 2017 No. 317-FZ "About ratification of the Agreement on the Customs code of the Eurasian Economic Union" (The Russian Federation Code, 2017, No. 47, the Art. 6843), including in cases:

receipts in software of the message on exhaustion of goods quantity according to the license;

receipts in software of data on the termination or suspension of action of the license;

if the discrepancies revealed according to Item 6 of this Technology influencing observance of prohibitions and restrictions are not eliminated by the customs applicant or the customs representative before the expiration of release of goods.

10. Release of the licensed goods with use of software is made after receipt of the electronic notification on their accounting.

11. Within temporary periodic customs declaring of exported goods the official of customs authority performs accounting of quantity of the licensed goods on temporary DT.

12. After registration of complete DT for the exported goods the official of customs authority no later than the expiration of release of goods sends THAT electronic message on updating of information on goods quantity to EAIS, considered on temporary DT.

13. If technically possible the actions provided by Items 5 - the 12th this Technology, are performed in the automatic mode without participation of the official of customs authority.
