About approval of the Procedure for use of fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences

According to Item 16 of the Section II "Final provisions" of the Law of Ukraine of April 13, 2020 "About introduction of amendments to the Law of Ukraine "About the Government budget of Ukraine for 2020" the Cabinet of Ministers of Ukraine decides No. 553-IX:

Approve the Procedure for use of fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences which is applied.

Procedure for use of fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences

1. This Procedure determines the mechanism of use of fund of fight against sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and its consequences (further - fund) which is created as a part of the government budget for action of the quarantine established by the Cabinet of Ministers of Ukraine for the purpose of prevention of distribution in the territory of Ukraine of the specified disease and within 30 days from the date of cancellation of action of quarantine.

2. Fund is allocated on:

the measures directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and to fight against its consequences, in particular, to purchase of the goods, works and services necessary for implementation of the specified actions including purchase of medical services in the program of the state guarantees of medical attendance of the population, acquisition of the equipment for receptions of basic healthcare institutions in hospital districts, for the departments of the emergency (urgent) medical care entering into multi-profile hospitals, medical out-patient clinics medical assistant's and obstetric and infirmaries in the rural zone and carrying out capital repairs, reconstruction of these rooms, improvements of transport connection, construction, reconstruction, repair and content of highways public of the state, local value;

additional surcharges to the salary to health and other workers who are directly engaged at works on liquidation of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus and also the surcharges to the salary to separate employee categories providing activity of the population for implementation of the actions directed to prevention of origin and distribution, localization and liquidation of flashes, epidemics and pandemics of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus it is determined by the Cabinet of Ministers of Ukraine in the act of establishment of quarantine for the purpose of prevention of distribution in the territory of Ukraine of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus before completion of implementation of the specified actions;

provision of the monetary assistance to citizens, including elderly people, in connection with negative consequences of distribution in the territory of Ukraine sharp respiratory disease of COVID-19, of SARS-CoV-2 caused by coronavirus;

provision of the one-time monetary assistance to members of families of health and other workers of healthcare institutions who died (died) of sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus which is connected with performance of works on liquidation of such disease, according to the procedure and the sizes determined by the Cabinet of Ministers of Ukraine;

provision of transfer to the Pension fund of Ukraine;

provision of financial aid to Social Insurance Fund and Fund of obligatory national social insurance on unemployment case on returnable or irretrievable basis;

replenishment of reserve fund of the government budget;

replenishment of reserve fund of the government budget;

rendering one-time financial support to insured persons who can lose the income in case of total ban of the sphere of their activities owing to strengthening of rationing arrangements;

rendering one-time financial support to subjects of managing for the purpose of jobs preservation of hired employees;

provision of immediate compensation to subjects of managing of the expenses incurred on payment of single fee on obligatory national social insurance for employees;

recovery of expenses of the government budget (including transfers to local budgets) and loan granting from the government budget according to the budget programs reduced in connection with creation of fund;

Within the direction determined by the paragraph third this Item, fund can be allocated also for surcharges to cash cover by the serviceman of National guard and State frontier service, faces of the private and the commanding structure of bodies and divisions of civil protection, police officers who provide activity of the population, surcharges to the salary to health and other workers who are directly engaged at works on liquidation of disease among people with sharp respiratory disease of COVID-19, of SARS-CoV-2, caused by coronavirus in departmental healthcare institutions.

3. The address about assignment from fund moves the ministries, regional, Kiev city public administrations and other public authorities (further - applicants) in the Cabinet of Ministers of Ukraine.
