About measures for enhancement of management system oil and gas industry

At the same time the industries which are set tasks on long-term and stable development, to ensuring further deep conversion of hydrocarbonic raw materials, growth in volumes of production and export of products (works, services) with high value added require radical review of the operating organizational structure of all industry and implementation of modern corporate management methods on the basis of the best international practices.

For the purpose of cardinal enhancement of all management system oil and gas complex, optimizations of organizational structure of industry, increase in efficiency of activities of joint-stock companies, uses of production and financial resources by them, permanent improvement of quality of the rendered services and decrease in their cost, creating favorable conditions for development of the competition and ensuring implementation of modern corporate management methods:

5. Take into consideration that following the results of transformation of the organizations which are parts of JSC Uzbekneftegaz and its joint-stock companies reducing 12 thousand established posts is provided.

To render the ministry of employment and employment relationships of the Republic of Uzbekistan and JSC Uzbekneftegaz together with other interested ministries and departments assistance in employment of the released employees of NHK "Uzbekneftegaz".

6. Determine that:

the cost of the property transferred according to this resolution as a result of reorganization or liquidation of the organizations of JSC Uzbekneftegaz does not join in taxable basis in case of calculation of the income tax of legal entities, tax on improvement and development of social infrastructure, value added tax, single tax payment in the reorganized or newly created organizations which are part of JSC Uzbekneftegaz;

in case of calculation of the property tax of JSC Uztransgaz the taxable basis of society decreases by the amount of annual average residual cost of gas distribution networks and their constructions.

9. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan, the Center of professional education, the Ministry of employment and employment relationships of the Republic of Uzbekistan, JSC Uzbekneftegaz together with other interested ministries, departments:

in two-month time based on the updated "Qualifier of the main positions of employees and professions of workers" to determine the list of the directions and specialties of the higher education, the directions, professions and specialties of secondary vocational, professional education by training of qualified personnel for oil and gas industry, the specific highest educational institutions and professional colleges performing their preparation critically to review on them educational standards, curricula and programs taking into account modern requirements and the international experience, with obligatory inclusion of training, practice and training in the organizations of industry;

annually, when forming quotas of acceptance in profile highest and average special, professional educational institutions to consider the real need of oil and gas industry for qualified personnel;

provide the efficient mechanism of control and strengthening of responsibility, first of all heads of averages of special, professional educational institutions, for employment at the companies and the organizations of JSC Uzbekneftegaz of graduates of the highest educational institutions and professional colleges for the chosen profession and specialty.

10. Declare invalid the resolution of the President of the Republic of Uzbekistan of July 1, 2008 No. PP-906 "About modification of organizational structure of executive office of National holding company "Uzbekneftegaz"".

Make changes to some decisions of the President of the Republic of Uzbekistan according to appendix No. 17.

11. JSC Uzbekneftegaz together with the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition, the Ministry of Justice of the Republic of Uzbekistan and other interested ministries and departments in two-month time to make offers on the changes and amendments in the legislation following from this resolution.

12. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
