About increase in level of social protection of citizens in connection with appeal on compulsory military service, service in reserve

For the purpose of increase in level of social protection of citizens in connection with appeal on compulsory military service, service in reserve:

1. Determine that:

1.1. the military personnel undergoing compulsory military service is subject to compulsory national social insurance on case of achievement of retirement age, disability and loss of the supporter.

Compulsory insurance premiums for persons specified in part one of this subitem are paid to the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus in the amount of 29 percent of their cash allowance according to the procedure and terms, stipulated by the legislation about the national social insurance, the organizations in which they were provided with the specified allowance.

Length of service with payment of compulsory insurance premiums in the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus for purpose of work pensions joins the actual duration of the periods of compulsory military service for which payment of compulsory insurance premiums according to the legislation on the national social insurance was made. At the same time as the actual earnings for calculation of pension 40 percent of the average salary of workers in the republic for the corresponding months of passing of compulsory military service are taken into consideration;

1.2. for members of families of the military personnel undergoing compulsory military service right to use by the premises of the state housing stock in hostels provided to this military personnel in connection with the employment (office) relationships for the entire period of compulsory military service remains;

1.3. the citizens who underwent the compulsory military service, service in reserve having recommendations of military units, bodies of the border service on training in organizations of education in year of dismissal or in the year following after year of dismissal from compulsory military service, service in reserve in inventory in the presence of GPA in the education document not lower than 6 points have the right to development of contents of the educational program of training of persons for receipt in organizations of formation of the Republic of Belarus at faculties of pre-university preparation, preparatory departments, training courses in public institutions of secondary vocational and higher education at the expense of means republican and (or) local budgets;

1.4. the citizens who underwent the compulsory military service, service in reserve having the recommendations of military units, bodies of the border service on training in organizations of education which reached high rates in educational and public work and also the persons from among the specified citizens who are mastering contents of the educational program of the higher education and reached high rates in research activities have the right to first-priority distribution after the termination of the public institutions of education realizing educational programs of vocational training, public institutions of secondary vocational and higher education.

The indicators in educational, public and research work required for realization of the right to first-priority distribution are determined by the Government of the Republic of Belarus.

2. Bring in Regulations on payment of compulsory insurance premiums, fees on the professional pension insurance and other payments in the budget of state non-budgetary fund of social protection of the population of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of January 16, 2009 No. 40, the following changes:

to add part one of Item 1-1 with the paragraph of the following content:

"the organizations in which the military personnel of compulsory military service was provided with cash allowance (further - the organizations providing with cash allowance).";

the fourth Item 2 after words" (further - Belgosstrakh)" to add part with words ", the organizations providing with cash allowance";

add the Provision with Item 9-1 of the following content:

"9-1. The organizations providing with cash allowance pay compulsory insurance premiums in the established size for persons undergoing compulsory military service after their dismissal. The specified fees are paid quarterly no later than the 20th following reporting quarter.

The periods of compulsory military service and the amount of compulsory insurance premiums for these periods are reflected in the documents of the personified accounting represented by the organizations providing with cash allowance, according to the procedure and terms, stipulated by the legislation.".

3. Financing of expenses on implementation of this Decree is performed:

specified in subitem 1.1 of Item 1, - at the expense of means of the republican budget;

specified in subitem 1.3 of Item 1, - at the expense of means republican and (or) local budgets.

4. To Council of Ministers of the Republic of Belarus in three-months time to take measures for implementation of this Decree.

5. This Decree becomes effective in the following procedure:

subitems 1.3 and 1.4 of Item 1 - in three months after official publication of this Decree;

other provisions of this Decree - after its official publication.

Subitem 1.1 of Item 1 and Item 2 extend the action to the relations which arose since January 1, 2020.
