About veterans

This Law determines the organizational, economic and legal basis of provision of measures of social support to veterans and other persons to whom operation of this Law extends.

Article 1. Legislation of the Republic of Kazakhstan on veterans

1. The legislation of the Republic of Kazakhstan on veterans is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. If the international treaty ratified by the Republic of Kazakhstan establishes other rules, than those which contain in this Law then are applied rules of the international treaty.

Article 2. Scope of this Law

Operation of this Law extends to the citizens of the Republic of Kazakhstan, foreigners and persons without citizenship who are constantly living in the Republic of Kazakhstan, recognized as veterans or belonging to other persons to whom operation of this Law extends.

Article 3. Veterans and other persons to whom operation of this Law extends

1. Veterans according to this Law are recognized:

1) veterans of the Great Patriotic War;

2) combat veterans in the territory of other states;

3) the veterans equated on privileges to veterans of the Great Patriotic War;

4) veterans of work.

2. Other persons to whom operation of this Law extends are determined by article 8 of this Law.

Article 4. Veterans of the Great Patriotic War

Treat veterans of the Great Patriotic War:

1) participants of the Great Patriotic War, namely the military personnel serving in the military units, headquarters and organizations which were part of field army and fleet in the period of the Great Patriotic War and also during other combat operations on protection of the former Union of Soviet Socialist Republics (further - USSR), guerrillas and underground workers of the Great Patriotic War;

2) disabled people of the Great Patriotic War, namely the military personnel of field army and fleet, guerrillas and underground workers of the Great Patriotic War, and also the workers and employees who became disabled people owing to wound, contusions, mutilations or diseases got in the period of the Great Patriotic War at the front in the war zone on front sites of the railroads, constructions of defensive boundaries, naval bases and airfields.

Article 5. Combat veterans in the territory of other states

Combat veterans in the territory of other states are recognized:

1) the military personnel of the Soviet Army, Navy, Committee for State Security, faces of the commanding and ordinary structure of the Ministry of Internal Affairs of the former USSR (including military specialists and advisers) who according to decisions of governmental bodies of the former USSR were involved in fighting in the territory of other states;

2) the persons liable for call-up called on training sessions and going to Afghanistan during conducting combat operations;

3) the military personnel of automobile battalions going to Afghanistan for cargo delivery to this country during conducting combat operations;

4) the military personnel of aircrew making departures on fighting tasks to Afghanistan from the territory of the former USSR;

5) the workers and employees who were serving the Soviet military contingent in Afghanistan, got wounds, contusions or mutilations or awarded with awards and medals of the former USSR for participation in ensuring fighting;

6) the military personnel of the Republic of Kazakhstan who was carrying out tasks according to interstate contracts and agreements on strengthening of protection of border of the Commonwealth of Independent States on the Tajik-Afghan site;

7) the military personnel of the Republic of Kazakhstan who was taking part as peacekeepers in the international peacekeeping transaction in Iraq;

8) military personnel, and also persons of the commanding and ordinary structure of law-enforcement bodies and state security of the former USSR who were taking part in settlement of the interethnic conflict in Nagorno-Karabakh.

Article 6. The veterans equated on privileges to veterans of the Great Patriotic War

The veterans equated on privileges to veterans of the Great Patriotic War are recognized:

1) persons equated on privileges to participants of the Great Patriotic War namely:

military personnel, and also persons of the commanding and ordinary structure of law-enforcement bodies and state security of the former USSR serving during the period the Great Patriotic War in the cities, participation in which defense was set off till January 1, 1998 in length of service for award of pension on favorable terms, the parts of field army established for the military personnel;

the faces of civilian structure of the Soviet Army, Navy, troops and law-enforcement bodies and state security of the former USSR holding the established posts in the military units, headquarters, organizations which were part of field army in the period of the Great Patriotic War or which were during the corresponding periods in the cities, participation in which defense was set off till January 1, 1998 in length of service for award of pension on favorable terms, the parts of field army established for the military personnel;

persons who in the period of the Great Patriotic War were in structure of the parts, headquarters and organizations which were part of field army and fleet as sons (pupils) of regiments and ship's boys;

persons who were involved in fighting against fascist Germany and its allies in the years of World War II in the territory of foreign countries as a part of guerrilla groups, underground groups and other anti-fascist forming;

workers of special forming of the National commissariat of means of communication, National commissariat of communication, floating structure of harvesting and transport courts and flight and lifting structure of aircraft, National commissariat of fish industry of the former USSR, sea and river fleet, the flight and lifting list of Glavsevmorputi who in the period of the Great Patriotic War were transferred to provision of the military personnel and carried out tasks for the benefit of field army and the fleet within rear borders of the operating fronts, operational zones of the fleet, and also members of the crews of vessel of the transport fleet interned at the beginning of the Great Patriotic War in ports of other states;
