About introduction of systems of electronic passports

For the purpose of implementation of the Agreement on introduction of single forms of the passport of the vehicle (the passport of the vehicle chassis) and the passport of the self-propelled machine and other types of the equipment and the organization of systems of electronic passports of August 15, 2014 (further - the Agreement) the Council of Ministers of the Republic of Belarus DECIDES:

1. Determine:

1.1. Industry ministry responsible body for realization in the Republic of Belarus Agreements;

1.2. the national operator of system of electronic passports of vehicles (electronic passports of the landing gear of vehicles) and systems of electronic passports of self-propelled machines and other types of the equipment (further, unless otherwise specified, – systems of electronic passports) TsNIITU open joint stock company (further – the national operator);

1.3. the republican unitary enterprise "Beltamozhservice" authorized organization for execution of electronic passports of vehicles (the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment (further, unless otherwise specified, – electronic passports) on vehicles * (the landing gear of vehicles), self-propelled machines and other types of the equipment ** (further – machines), the Republic of Belarus issued by customs authorities or imported from the territory of state members of the Eurasian Economic Union, except for the vehicles, machines which are earlier registered in the territory of the Republic of Belarus;

the republican unitary service enterprise "Beltekhosmotr" authorized organization for execution of electronic passports of vehicles of the vehicles which are earlier registered in the territory of the Republic of Belarus;

public institution "Belarusian mashinoispytatelny station" authorized organization for execution of electronic passports of self-propelled machines and other types of the equipment on the cars which are earlier registered in the territory of the Republic of Belarus;

test laboratories (centers) included in national part of the Unified register of conformity assessment bodies of the Eurasian Economic Union created according to the Agreement on the Eurasian Economic Union of May 29, 2014, authorized organizations for execution of electronic passports of the single vehicles, machines which are result of individual technical creativity.

* For the purposes of this resolution the vehicle is understood as the moped, the ATV, other motorized vehicle with engine capacity of internal combustion of 50 cubic cm and more or with a maximum power of electric motor more than 4 kW, and also the maximum constructive motion speed more than 50 km/h and trail cars to them intended for movement on highways public.

** For the purposes of this resolution the self-propelled machine and other types of the equipment are understood as tractors, self-propelled road-building, utility, farm vehicles and other land trackless motorized vehicles (except for automotor-vehicles with the maximum constructive motion speed more than 50 km/h intended for movement on highways public) with engine capacity of internal combustion more than 50 cubic cm or the maximum (total) power of the electric motor (electric motors) more than 4 kW and trail cars to them.

2. Determine that the organizations manufacturers of the Republic of Belarus perform execution of electronic passports of the vehicles (the landing gear of vehicles) made by them since April 1, 2021, machines – since November 1, 2021, except for the vehicles, machines which are earlier registered in the territory of the Republic of Belarus.

Till November 1, 2022 execution of passports of self-propelled machines and other types of the equipment in single form of the passport of the self-propelled machine and other types of the equipment and according to procedure for its filling, approved by the Decision of Board of the Eurasian economic commission of August 18, 2015 No. 100 "About the passport of the self-propelled machine and other types of the equipment is allowed.

3. Determine that:

3.1. electronic passports are drawn up on made in the Republic of Belarus, and also to the Republic of Belarus or the vehicles imported from the territory of state members of the Eurasian Economic Union, machines which are subject to state registration, the landing gear of vehicles according to the Decision of Board of the Eurasian economic commission of September 22, 2015 No. 122 "About approval of the Procedure for functioning of systems of electronic passports of vehicles (electronic passports of the landing gear of vehicles) and electronic passports of self-propelled machines and other types of the equipment" belonging to legal entities or physical persons, including individual entrepreneurs, and issued by customs authorities (further – the Solution No. 122);

3.3. interaction of participants of systems of electronic passports * with systems of electronic passports is performed through the national operator.

The interaction specified in part one of this subitem is implemented by means of the nation-wide automated information system (further - OAIS) in the following cases:

in need of entering of information into systems of electronic passports and (or) receipt of information from them authorized body (organization), the organization manufacturer, state body in automatic mode without participation of Internet resource of the national operator;

for provision of data from systems of electronic passports in electronic form on requests of the owner of the vehicle, and also other persons about the status of the electronic passport;

for provision of data from systems of electronic passports on contractual basis to persons interested in their obtaining according to the procedure of rendering paid services (the amount of data and the list of users are determined by the national operator);

in other cases provided by this resolution and also under the agreement between the national operator and the operator of OAIS;
