About introduction of the moratorium on initiation of proceedings about bankruptcy according to the statement of creditors concerning certain debtors

1. Impose the moratorium on initiation of proceedings about bankruptcy according to the statement of creditors concerning the following debtors:

a) the organizations and individual entrepreneurs whose code of core activity according to the All-Russian Classifier of Economic Activities is specified in the list of industries of the Russian economy, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection, No. 434 approved by the order of the Government of the Russian Federation of April 3, 2020 "About approval of the list of industries of the Russian economy, most injured in the conditions of deterioration in situation as a result of spread of new koronavirusny infection" (further - the list of injured industries of the Russian economy);

b) the organizations included:

in the list (lists) of the systemically important organizations of the Russian economy according to the criteria and procedure determined by Government commission by increase in stability of development of the Russian economy;

in the list of the strategic companies and strategic joint-stock companies approved by the Presidential decree of the Russian Federation of August 4, 2004 No. 1009 "About approval of the list of the strategic companies and strategic joint-stock companies";

in the list of the strategic organizations, and also the federal executive bodies providing realization of single state policy in economy industries in which these organizations, No. 1226-r approved by the order of the Government of the Russian Federation of August 20, 2009 perform activities.

2. Without delay to direct to government commission on increase in stability of development of the Russian economy to the Federal Tax Service the changes made to the list (lists) of the systemically important organizations of the Russian economy.

3. To the Federal Tax Service:

a) post on the official site on the Internet:

the list of the codes of the All-Russian Classifier of Economic Activities specified in the list of injured industries of the Russian economy (with ensuring its updating according to the changes made to the specified list);

the changes made to the list of injured industries of the Russian economy - in day of entry into force of the act which makes changes to the specified list;

the list of the organizations provided by the lists specified in the subitem "b" of Item 1 of this resolution (with ensuring its updating according to the changes made to the specified lists);

the changes made to the lists specified in the subitem "b" of Item 1 of this resolution - in day of obtaining from Government commission on increase in stability of development of the Russian economy of the changes made to the list provided by the paragraph the second the subitem "b" of Item 1 of this resolution or in day of entry into force of the relevant act which makes changes to the lists provided by paragraphs the third and fourth the subitem "b" of Item 1 of this resolution;

b) send to the operator of the Unified Federal Register of Bankruptcy Information of the data, provided by paragraphs the second - the fifth the subitem "an" of this Item, within one working day from the date of placement on the official site on the Internet of the specified data.

4. Implementation by the organizations and individual entrepreneurs of activities for the corresponding type of economic activity is determined by code of core activity, data on which contain in the Unified State Register of Legal Entities or in the Unified State Register of Private Entrepreneurs as of March 1, 2020.

5. This resolution becomes effective from the date of its official publication and is effective within 6 months.
